About this opportunity

The City of Phoenix Housing Department has issued a Request for Proposal (RFP) FY26-086-03 for Home Inspection Services for Single-Family Homes, targeting properties within the Section 18/32 Homeownership Program. The procurement seeks a qualified home inspector to conduct comprehensive evaluations of single-story, single-family homes typically ranging from 900-1800 square feet, with 3-4 bedrooms and 2 bathrooms, constructed between 1940-1980. Contractors must be licensed home inspectors certified by the Arizona Board of Technical Registration and pass the National Home Inspector Examination. The detailed inspection reports must include photographs documenting the condition of heating, air conditioning, plumbing, electrical systems, roof, attic, foundation, and other structural components. Key performance requirements include responding to service requests within 48 hours, completing inspections within 10 calendar days, and providing electronic reports within 5 business days of booking. The solicitation was released on August 13, 2025, with a non-mandatory pre-offer conference scheduled for August 26, 2025, and written inquiries due by August 28, 2025. Proposals are due on September 12, 2025, at 2:00 pm, with an anticipated contract term commencing on or about January 1, 2026, and continuing for five years. The evaluation will assess contractors based on method of approach, qualifications, experience, and references, with a total of 1,000 possible points across various criteria.

The City of Phoenix demonstrates a strong commitment to Disadvantaged Business Enterprise (DBE) and small business participation, requiring contractors to engage in good faith efforts to promote DBE firm involvement. Contractors must use the City's Certification and Compliance System to document monthly DBE and small business participation, maintain detailed logs of outreach efforts, and submit annual participation plans. The solicitation includes specific provisions for DBE subcontractor changes, requiring pre-approval for releasing, substituting, or modifying DBE utilization. Contractors must complete comprehensive Federal Transit Administration (FTA) certifications covering areas such as tax liability, debarment, lobbying, and Buy America provisions. The pricing structure includes line items for 100 home inspections per location at a unit rate, 10 reinspections after 30 days, and 10 trip charges. While specific contract value details are not explicitly stated, the five-year term and requirement for 100 home inspections per location suggest a substantial potential contract value. Interested parties must submit proposals through the City's OpenGov e-Procurement Portal, with technical support available via email or an online support bubble.
