About this opportunity
The City of Douglasville is requesting proposals for professional installation, maintenance, and removal of holiday lighting and decor across seven municipal locations under RFP 2026-003, with proposals due August 12, 2026 at 4:00 PM EDT and a question deadline of July 20, 2026 at 4:00 PM EDT.
The scope spans Jessie Davis Park, the Amphitheater & Downtown Greenspace, Church Street Lighting, O'Neal Plaza, the Courthouse Square Building, Veterans Memorial, and the Douglasville Police Department Complex. Work includes supplying all labor, materials, equipment, lifts, cabling, storage, and removal services for warm white and cool white LED string lights, pre-lit garlands with red bows, wreaths, lighted trees and shrubs, 2D and 3D seasonal figures, roofline lighting, and RGB mini trees across approximately 100+ trees and numerous buildings and structures. Vendors must submit realistic, itemized lump-sum pricing by location with separate line items for installation, maintenance, removal, storage, and materials costs; placeholder, nominal, or unbalanced pricing will render proposals nonresponsive and rejected. Vendors must disclose any exclusions, assumptions, or exceptions in writing or the City will interpret pricing as inclusive of all required work.
The contractor must maintain General Liability Insurance of minimum $1 million per occurrence, Workers' Compensation Insurance as required by Georgia law, and Automobile Liability Insurance of minimum $500,000 per accident, with the City named as Additional Insured. All proposers must comply with Georgia Security and Immigration Compliance requirements and provide proof of E-Verify authorization through executed affidavits.
Evaluation uses a 100-point scale: relevant experience and qualifications (25 points), understanding of project scope and city needs (20 points), project approach and installation plan (20 points), proposal quality and organization (15 points), and cost and overall value (20 points). The top three ranked firms will participate in virtual interviews with the selection committee, with final recommendation presented to the Mayor and Council. The City encourages proposals from minority and women-owned businesses and reserves the right to accept or reject any or all proposals. No incumbent, contract term, or funding amount is identified.
