About this opportunity

The State of Maine is requesting bids on HMMWV Basic Issue Item Tools for the Maine Military Authority's vehicle and equipment refurbishment facility at 125 Kansas Road, Limestone, Maine, with quotes due October 6, 2011 at 2:00 p.m. local time. The procurement covers nine line items of hand tools and implements — axes, mattocks, shovels, pliers, screwdrivers, wrenches, and wheel lug wrenches — each conforming to applicable Military Standards and specified with National Stock Numbers and part numbers. Projected purchase volumes range from 100 to 650 units per item based on current estimated production needs; actual orders will be determined by production and supply requirements at time of ordering.

All bid prices must be submitted as net F.O.B. destination with all transportation and delivery charges fully prepaid and included in quoted prices. Bidders must meet Buy American Act requirements, provide new items only, and comply with federal Excluded Parties List System screening and debarment certification under 29 CFR Part 98, Section 98.510. Samples may be required at the bidder's expense. Tie bids are resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine. The state reserves the right to award on an item-by-item basis or as a group, whichever serves the best interest of Maine, and to award to the lowest responsible bidder considering overall value. Cash discounts of 20 days or more are considered in evaluation; discounts under 20 days will not be considered. The state is exempt from federal and Maine state sales and use taxes and should be quoted accordingly.

The contract will be executed through a delivery order system with one-year duration. The State Purchasing Director retains the right to extend the contract beyond the expiration date with contractor consent and to cancel with thirty days' written notice. Quotes must be submitted electronically. Inquiries should be directed to the State Purchasing Division rather than the facility directly.
