About this opportunity

The Illinois Department of Transportation is soliciting electronic bids under Contract No. 66P69 for HMA milling and resurfacing, pavement marking, raised reflective pavement markers, and ADA ramps on FAP 68 (IL-23) and FAS 370 (Long Point Road), with bids due by 12:00 p.m. on November 6, 2026, through the iCX-Integrated Contractors Exchange system. Bids will be publicly opened at that time. Award goes to the lowest responsive and responsible bidder, and IDOT reserves the right to reject any or all proposals, re-advertise, and waive technicalities.

The work covers pavement rehabilitation on IL-23 across approximately 15.58 miles, from the Vermillion River Bridge south of Streator to the East County Line in Cornell, using a 1-inch SMART overlay. On Long Point Road, from IL 23 to Main Street in Long Point, the scope calls for a 3-inch design overlay. Required work also includes pavement marking, raised reflective markers, and ADA-compliant ramps. Project-specific provisions address utility adjustments for active and abandoned pipelines, electrical, communications, and water facilities; ADA construction layout; traffic control; pavement marking materials; drainage structure repair; environmental remediation for regulated substances at multiple documented sites; and linear delineator panels subject to mandatory winter performance inspections.

The project is funded with Federal-aid construction funds under Project STP-QNLV(440) in IDOT District 1. The notice was posted October 18, 2026.
