About this opportunity

Wyoming State Construction Department Procurement Section is requesting bids on exterior envelope rehabilitation of the Historic Governor's Mansion and carriage house, with bids due August 26, 2026 at 1:00 p.m. Mountain Time through publicpurchase.com. Wyoming resident bidders receive a 5% preference if their bid is not more than five percent higher than the lowest non-resident bid, and resident contractors are limited to subcontracting no more than thirty percent of work to nonresident contractors.

Work includes exterior brick repair and tuckpointing, copper roofing and flashing replacement, wood window repair and replacement, synthetic shingle roofing replacement, membrane roofing replacement, and replacement of copper edge metal, gutters, and downspouts. All work must follow the Secretary of the Interior's Standards for the Treatment of Historic Properties, including material testing for asbestos and lead-based paint, mortar sampling analysis, and historic preservation documentation. Volatile Organic Compound (VOC) content restrictions apply to all interior adhesives, sealants, paints, coatings, and materials, with compliance verified through GREENGUARD, Green Label Plus, or equivalent certifications. The contractor must accommodate continued owner occupancy of portions of the site during construction, with exterior work restricted to 6:00 a.m. to 7:00 p.m., and especially noisy work limited to 8:00 a.m. to 6:00 p.m.

The project site is 300 East 21st Street, Cheyenne, Wyoming (originally constructed in 1905, major renovations in 2001). The estimated contract value is not stated. Work is anticipated to begin October 7, 2026, with substantial completion targeted for June 30, 2027. For projects valued at or above $150,000, a bid deposit equal to 10% of the bid amount is required. The successful bidder must execute a Performance and Payment Bond equal to 100% of the accepted bid amount within twenty days of award. Wyoming prevailing wage requirements apply (for contracts $100,000 or greater); apprenticeship provisions require 10% of labor hours by apprentices for projects $1,000,000 or more, with a 1% bid adjustment available. Wyoming laborers must be employed exclusively unless unavailable or unqualified.

A non-mandatory pre-bid meeting is scheduled for August 5, 2026, at 11:00 a.m. at the project site. Written questions are due August 10, 2026, at 11:00 a.m. Award is anticipated September 2, 2026. Addendum No. 1, issued August 9, 2026, replaces outdated specifications with revised specifications and drawings both dated July 17, 2026. Bidders must acknowledge receipt of Addendum No. 1 on the Bid Form.
