About this file

Summary

Addendum No. 2, issued August 19, 2026, by The Design Studio, Inc. on behalf of the Department of State Parks & Cultural Resources, Division of State Parks, Historic Sites & Trails, provides clarifications and revisions to the bid documents for the Historic Governors' Mansion Envelope Rehabilitation Project located at 300 East 21st Street, Cheyenne, Wyoming. The project encompasses exterior envelope rehabilitation of the Historic Governors' Mansion and Carriage House, including exterior brick repair and tuckpointing, copper roofing and flashing replacement, wood window repair and replacement, synthetic shingle roofing replacement, membrane roofing replacement, and copper edge metal, gutters, and downspouts replacement. A non-mandatory pre-bid meeting with walk-through was held on August 5, 2026, at 11:00 a.m., with the agenda and sign-in sheet attached to the addendum. Bids are due August 26, 2026, at 1:00 p.m. Mountain Daylight Time through Public Purchase Online. Award is anticipated September 2, 2026, with work anticipated to begin October 7, 2026, and substantial completion targeted for June 30, 2027.

Addendum No. 2 addresses specific questions and clarifications regarding project execution, including requirements that windows be pre-primed, contractors are responsible for painting both interior and outside of all windows while protecting existing wallpaper, and interior trim that cannot be salvaged shall be replaced in kind. Twenty-four-hour over-the-counter permits are required from the City of Cheyenne for roofing and siding and window replacement. The building will remain open to the public during construction, requiring the contractor to install and maintain safe and code-compliant temporary measures at public entries, exits, and ADA access corridors. The contractor is responsible for providing all necessary utilities and winter protection to maintain the project schedule. The addendum confirms that neither lead-based materials nor asbestos-containing building materials are anticipated within the designated scope of work, though contractors must immediately cease operations and notify the owner's representative if such materials are encountered. Revised Project Drawings dated August 19, 2026, replace sheets A-211 through A-215, with detailed window repair and screen repair schedules provided for all four elevations of the mansion and carriage house.
