About this file
This Addendum No. 1 document clarifies and updates the Contract Documents, Specifications, and Drawings for the Historic Governors' Mansion State Historic Site - Mansion Envelope Rehabilitation Project, issued by Wyoming State Parks, Historic Sites & Trails on July 17, 2026 (RFB No. 27-0670). The project encompasses exterior rehabilitation of the historic mansion and carriage house located at 300 East 21st Street in Cheyenne, Wyoming, originally constructed in 1905 with major renovations completed in 2001. Work includes exterior brick repair and tuckpointing, copper roofing and flashing replacement, wood window repair and replacement, painting of wood windows and trim, synthetic shingle roofing replacement, membrane roofing replacement, and replacement of copper edge metal, gutters, and downspouts. The addendum removes outdated specifications (pages 70-325) and replaces them with Revised Specifications dated July 17, 2026 (126 pages), and inserts new Project Drawings dated July 17, 2026 (14 pages). The contract is a single prime contract based on stipulated price as described in the Bid Form. Work must accommodate continued Owner occupancy of portions of the site during construction, with exterior work restricted to between 6:00 a.m. and 7:00 p.m., and especially noisy exterior work limited to 8:00 a.m. and 6:00 p.m. The project specifications emphasize period treatment procedures in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties, including requirements for historic preservation documentation, material testing reports for asbestos and lead-based paint, and mortar sampling analysis to ensure historically accurate, compatible repairs.
The specifications establish comprehensive administrative, quality, and environmental requirements including submission of detailed schedules of values, progress payment applications using AIA forms, construction progress schedules, and waste management plans requiring diversion of specified materials from landfills through recycling, salvage, or reuse. Volatile Organic Compound (VOC) content restrictions apply to all interior adhesives, sealants, paints, coatings, and materials, with evidence of compliance required through GREENGUARD, Green Label Plus, or equivalent certifications. The Contractor must provide its own temporary utilities and sanitary facilities, maintain protective barriers and fencing, comply with all City of Cheyenne, Laramie County, and State of Wyoming permits and regulations, and perform work under the oversight of the Architect (TDSi - The Design Studio, inc.) with a designated Historic Preservation Specialist. Testing and inspection services will be provided by an Owner-employed independent testing agency at no cost to the Contractor. Bidders must acknowledge receipt of Addendum No. 1 on the Bid Form, and all submittal requirements, change order procedures, and closeout documentation procedures are detailed in the comprehensive specifications sections included in the document.
