About this opportunity

The Oregon Department of Transportation is requesting proposals from eligible Tier B Price Agreement holders for architectural and engineering services on the Hillsboro/Beaverton (OR8/OR10) ADA Ramps project, with proposals due August 21, 2026. Eligibility is restricted to consultants holding existing Price Agreements under ODOT's Full-Service A&E Price Agreements for ADA Projects Tier B series.

The scope encompasses design and related professional services for approximately 219 curb ramps at signalized and non-signalized intersections on State Highway OR10 (Hillsboro area) and State Highway OR8 (Beaverton/Hillsboro area) in Washington County to achieve Americans with Disabilities Act compliance under a 15-year settlement agreement. Phase I services include ramp evaluation, conceptual design, design package development, final Plans, Specifications and Estimate (PS&E) delivery (targeted May 26, 2028), and bidding assistance. Phase II—professional of record and construction administration/inspection services—are optional and determined at ODOT's discretion. The project involves design of new ramps, reconstruction of non-compliant existing ramps, design exceptions at 39 locations due to utility and topographic constraints, and closure of 30 crosswalks. Consultants must comply with ODOT standards, maintain a Consultant Quality Plan, and use specified software (ProjectWise, Microsoft Office, ArcGIS, BlueBeam, Bentley OpenRoads Designer, Smartsheet). At least one Oregon Registered Professional Engineer must be part of the proposal team.

The estimated construction budget is $12 million. Compensation will be negotiated as time and materials up to a not-to-exceed amount. The project is federally funded through the Federal Highway Administration and state sources. No Disadvantaged Business Enterprise goal has been set; DBE reporting and compliance requirements are suspended pending full implementation of the October 3, 2025 interim rule.

Evaluation criteria are key staff experience (40 points), project approach and cost effectiveness (70 points), relevant project samples from the last four years (40 points), and proposal clarity and compliance (10 points), totaling 160 points for written proposals plus up to 100 points if interviews are conducted. ODOT reserves the right to conduct interviews and make multiple awards within nine months of close. Questions are due five calendar days before the bid opening date. The firm offer period is 180 days following bid opening, with ODOT reserving extension rights. Design is anticipated to commence Winter/Spring 2027 with completion by Summer 2028.
