About this opportunity
The West Virginia Department of Administration Purchasing Division is soliciting bids on behalf of the WV Division of Natural Resources under CRFQ 0310 DNR2700000008 for replacement of the roof at the Hillcrest Wildlife Management Area garage, with bids due November 12, 2026 at 1:30 p.m. The garage is at 678 Smith Road in New Cumberland, Kanawha County, and the procurement is classified under commodity code 72000000 for building and facility construction and maintenance. Addendum #1, dated October 28, 2026, publishes the pre-bid sign-in sheet and requires vendors to submit a signed Addendum Acknowledgment Form with their bids, with failure to acknowledge addenda potentially resulting in disqualification.
Scope covers removal of the existing roof system, gutters, and downspouts; deck inspection and repair; installation of self-adhered ice and water shield; installation of a new 24-gauge standing seam metal roof with snow retention; pipe capping; and gutter and downspout replacement. The manufacturer's 35-year non-defect limited warranty is provided upon completion. Vendors must hold a valid West Virginia contractor license and demonstrate at least five completed projects involving similar work. The apparent successful vendor must be registered with the West Virginia Purchasing Division and furnish proof of required licenses and insurance before award.
Bonding requirements are a bid bond of 5% of the total bid amount, a performance bond and a labor and material payment bond each at 100% of contract value, and a two-year roofing maintenance bond equal to the price of the roof-impacted portion of the project. Bids must include a signed drug-free workplace affidavit, and contractors with contracts over $25,000 must provide certified drug-free workplace reports.
The contract is a fixed-period agreement, with work beginning upon receipt of notice to proceed. Pricing is firm for the life of the contract. Payment is made in arrears on proper invoices, with progress payments no more than monthly based on architect approval and 10% retainage released in part upon substantial completion certification. Award goes to the lowest qualified responsible bidder meeting all specifications. Payment methods include electronic funds transfer and P-Card, and the state is exempt from applicable taxes. The primary contact is Joseph (Josh) E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
