This sealed bid procurement was issued by the Jones County Board of Commissioners in Georgia for the Highway 49 - Water System Extension Phase 4 Graham Road project, a water infrastructure expansion initiative. All work must be performed in accordance with the contract plans and specifications prepared by Ingram & Associates Consulting Engineers, L.L.C. All contractors submitting bids were required to maintain current licensure with the State of Georgia, with license numbers mandated on the face of the bid envelope, and all bids were required to remain valid for sixty calendar days following the closing date. Contract documents were available for review at the Jones County Board of Commissioners office and the Dodge Plan Room, with copies obtainable from the engineer for $200.00 per hard copy set or $75.00 per digital set (non-refundable) by contacting Ashley Chancey at (478) 745-3996 or ashley@ingrameng.com.

No specific set-asides or restrictions on organizational types were identified in the procurement documents; however, bid bonds of not less than ten percent of the base bid were required from all bidders, issued by surety companies licensed in Georgia with an "A" minimum rating and financial strength of at least five times the contract price. The successful bidder was required to furnish Performance and Payment Bonds each in the amount of one hundred percent of the contract value. Seven contractors submitted bids on February 17, 2026, with one bid rejected due to lack of correct bidding documents, and individual bids ranged from $127,939.00 to $460,351.00. The project was awarded to Vintage Soul, LLC on March 3, 2026, at a contract amount of $127,939.00, representing the lowest responsive bid. The project was funded through Local Funds and Coronavirus State and Local Fiscal Recovery Funds. The Jones County Board of Commissioners reserved the right to reject any or all bids deemed non-responsive, unbalanced, or conditional, as well as to reject bids from any bidder not deemed in the best interest of the project based on responsiveness, qualifications, and financial ability.
