About this opportunity
The State of Illinois, through the Illinois State Police (ISP), is procuring high visibility vests through a competitive solicitation with a due date of January 26, 2026. The vests must meet ANSI/ISEA 107-2020 Type P, Class 3 certification standards and include specific design requirements including a low-cut front design for duty belt access, breakaway safety construction at shoulders and sides with front zipper closure, lime mesh material with orange contrast binding, silver reflective tape meeting Class 3 visibility standards, a badge attachment point, at least two mic tabs, minimum two equipment-carrying pockets, and "STATE POLICE" displayed in 3-inch black lettering on the back. Vendor documentation of ANSI/ISEA certification must be provided prior to bid award, with samples potentially required from the apparent low bidder at the vendor's expense. Orders must be received and delivered within 30 days of order placement during normal business hours (8:30 a.m. to 5:00 p.m., Monday through Friday, excluding state holidays) to the IL State Police Quartermaster at 3740 East Lake Shore Drive, Springfield, Illinois, with all pricing including shipping and handling charges. The contractor is responsible for ensuring deliveries meet these specifications and must replace any damaged shipments entirely at their own expense, including pickup of damaged product and delivery of replacements within three business days of damage notification.
All vendors, contractors, and subcontractors must comply with the State of Illinois Standard Certifications form containing 34 distinct requirements covering legal compliance, financial integrity, eligibility verification, drug-free workplace standards, equal employment opportunity and non-discrimination provisions, cybersecurity directives, and restrictions on forced labor and child labor in foreign-made goods. Vendors must maintain required insurance coverage including general commercial liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation as required by law, and must be authorized to conduct business in Illinois with no defaults on educational loans or delinquency on state debt. The solicitation does not identify set-aside designations, incumbent vendors, or award value ranges in the available documentation; however, all contracts are contingent upon appropriation availability, the State retains sole ownership of all deliverables, and vendors must indemnify the State against claims arising from breach, negligence, or intellectual property infringement while maintaining auditable records for three years (or five years if federal funds are involved).
