About this opportunity

The Michigan Department of Transportation (MDOT) issued Request for Proposal No. 190000003214 on September 24, 2019, to procure two high-speed inertial pavement profiling systems from different manufacturers for delivery by November 23, 2019. The procurement seeks brand-new dual-track inertial pavement profilers meeting ASTM E950 Class I specifications, compatible with mounting to a 2017 GMC Sierra 2500 pickup truck and a 2009 GMC Savana 3500 box van via standard 2-inch hitch receivers. Acceptable profiler brands include the Ames Engineering 8300 Portable High-Speed Profiler, Dynatest MK-IV Road Surface Profiler, International Cybernetics Corp. P3 Profiler, and Surface Systems and Instruments, Inc. CS9300 Profiler. The systems must incorporate dual LMI Technologies Gocator line lasers operating at 5 kHz or faster, support data collection speeds of 25 to 65 mph, record wavelengths from 0.5 feet to 750 feet, utilize GPS-based distance measurement with one-foot or less positional accuracy, and include real-time graphical display and comprehensive data analysis software capable of calculating International Roughness Index, Profile Index, Ride Number, and Ride Quality Index values. Evaluation criteria weighted at 100 points include data collection speeds (15 points), profile wavelengths (15 points), recorded sample spacing (15 points), positional accuracy subscription requirements (15 points), waterproof component specifications (15 points), warranty terms (15 points), and vendor experience (10 points), with a minimum score of 80 points required for pricing evaluation. The proposal deadline was October 9, 2019, at 3:00 p.m. Eastern Time, with written questions due by October 1, 2019, and answers posted by October 3, 2019.

Bidders must be either the original or primary manufacturer of a pavement profiling system or certified by the primary manufacturer to provide sales, warranty work, repairs, and ongoing technical support, with non-manufacturer bidders required to provide proof of a manufacturer agreement covering warranty and technical support services at no cost to MDOT. Contractors must maintain comprehensive insurance coverage including commercial general liability with a minimum of $1,000,000 per occurrence, automobile liability insurance, workers' compensation, and employers liability insurance, with the State named as an additional insured. The contract requires the contractor to provide a minimum one-year warranty with ongoing technical support for the system's operational life, on-site operator training in the Lansing area, and technical assistance during installation. All pricing must be comprehensive and include one-time or set-up charges, delivery, training, fees, shipping and handling, and must be submitted in modifiable format through www.michigan.gov/SIGMAVSS with a separate pricing proposal document. The RFP does not specify an overall budget range or award value, though contracts equal to or greater than $250,000 require State Administrative Board approval, and pricing is firm for the entire contract term with no specified renewal options.
