About this file

This Statement of Work is issued by the Michigan Department of Transportation (MDOT) under Request for Proposal No. 190000003214 for the procurement of two high-speed inertial pavement profiling systems from two different manufacturers. Each system must be a brand new dual-track inertial pavement profiler meeting ASTM E950 Class I specifications and compatible with mounting to a 2017 GMC Sierra 2500 pickup truck and a 2009 GMC Savana 3500 box van using standard 2-inch hitch receivers. Acceptable profiler brands include the Ames Engineering 8300 Portable High-Speed Profiler, Dynatest MK-IV Road Surface Profiler, International Cybernetics Corp. P3 Profiler, and Surface Systems and Instruments, Inc CS9300 Profiler. The systems must incorporate dual LMI Technologies Gocator line lasers operating at 5 kHz or faster, support data collection speeds of 25 to 65 mph, record wavelengths from 0.5 feet to 750 feet, utilize GPS-based distance measurement with one-foot or less positional accuracy, and include real-time graphical display and comprehensive data analysis software capable of calculating International Roughness Index, Profile Index, Ride Number, and Ride Quality Index values. Delivery is required within 60 calendar days to MDOT's Lansing, Michigan facility, with installation performed by MDOT using manufacturer technical assistance and on-site operator training required in the Lansing area.

Pricing is firm for the entire contract term with no specified renewal options. The contractor must provide a minimum one-year warranty with ongoing technical support for the system's operational life, with all warranty and repair work required to be performed by the original equipment manufacturer or its authorized representative. Non-manufacturer bidders must provide proof of a manufacturer agreement covering warranty and technical support services at no cost to MDOT. The State reserves the right to require additional warranties beyond those proposed. Invoices must include date, purchase order reference, quantity, activity description, unit price, shipping costs, and total price, with payment made via electronic funds transfer. Final system acceptance is contingent upon passing MDOT's profiler certification per Michigan Test Method 730 following vehicle mounting. Contractors must disclose all subcontractors and confirm compliance with Michigan's mercury content procurement requirements under MCL 18.1261d.

Request for Proposal No. 190000003214 High Speed Inertial Pavement Profiling System

SCHEDULE A

STATEMENT OF WORK

CONTRACT ACTIVITIES

This schedule identifies the anticipated requirements of any Contract resulting from this RFP. The term “Contractor” in this document refers to a bidder responding to this RFP.

The Contractor must respond to each requirement or question and explain how it will fulfill each requirement. Attach any supplemental information and appropriately reference within your response.

Background The Michigan Department of Transportation (MDOT) intends to purchase two (2) high-speed inertial pavement profiling systems that can mount on the rear of a 2017 GMC Sierra 2500 pickup truck and a 2009 GMC Savana 3500 box van using standard 2-inch hitch receivers. MDOT intends to buy two profilers from two different manufacturers. MDOT utilizes its pavement profilers primarily to check quality control and acceptance measurements taken with Contractor-supplied profilers. MDOT also does all ride measurements to determine any financial incentive for ride quality. In theory all pavement profilers that are properly calibrated, operated and maintained should provide similar measurements, but numerous paving contractors and trade associations have expressed concern that using one brand of equipment to verify the measurements of another may lead to discrepancies and therefore contract claims. In addition, contractors who have MDOT projects that may be eligible for incentive payments (which can potentially reach $100,000.00 per project) are far more comfortable if MDOT uses similar equipment to their own to determine the incentive payments. Therefore, to reduce the potential for contract disputes and claims, MDOT intends to purchase two different pavement profiling systems from two different manufacturers. This is a one-time buy.

Requirement
Response

1. Specifications - The Contractor must provide the following:

1.1 General Pavement Profiling System. :

One brand new dual-track inertial pavement profiling system that meets the requirements of ASTM E950 for a Class I profiler.

The following brands and models are acceptable if they meet all requirements listed below:

· Ames Engineering 8300 Portable High-Speed Profiler.

· Dynatest MK-IV Road Surface Profiler.

· International Cybernetics Corp. P3 Profiler.

· Surface Systems and Instruments, Inc CS9300 Profiler.

1.2 Laser Height Sensors

The system will l incorporate two currently produced LMI Technologies Gocator line (wide beam) lasers designed for road profiling with an operating frequency of 5 kHz or faster.

1.3 Accelerometers

The system will include accelerometers with a g force range appropriate for the design of the profiler and the specified data collection speeds. The accelerometers shall have an accuracy of 0.0001g or better.

1.4 Data Collection Speed Range

The system must allow accurate data collection at speeds ranging from 25 to 65 mph

1.5 Recorded Wavelengths

The system shall record profile wavelengths in the range from 0.5 feet (or shorter) to 750 feet (or longer).

1.6 Power Supply

The system shall be capable of operating from a 12-volt vehicle power supply.

1.7 Elevation Sample Spacing

The sample spacing for profile data points shall be one inch or less.

1.8 Distance Measurement System

The profiler’s distance measurement system shall be GPS based with a positional accuracy of one foot or less. The distance measurement system must function without the need for a wheel mounted encoder. It is preferred that no paid subscription service for GPS be required.
(Note: Be sure to mention if a paid GPS subscription service is or isn’t required to meet the specified positional accuracy)

1.9 Auto Start and Stop

The system shall include an optical trigger, or other automated device to allow for accurate auto-start, auto-stop and measurement exclusion capability.

1.10 Water Resistant Components

All components to be mounted externally shall be waterproof or at least water resistant and designed for mounting on a vehicle.

1.11 Data Acquisition Devices

The system shall include any computers and/or data acquisition devices required to operate the system. The system shall display pavement profile data graphically in real time during data collection.

1.12 Data Analysis Software

The system shall include data analysis software that can provide standard ride index values of International Roughness Index, Profile Index (at varying blanking bands), Ride Number and Ride Quality Index and locate bump and dip magnitudes and locations in accordance with the California Profilograph bump finding method. It shall be capable of exporting data summary files into PDF and Excel formats and exporting raw profile data in a format that can be imported into the FHWA software ProVal.

1.13 Optional Printer or Plotter

If MDOT is agreeable with the cost, provide a strip printer or plotter to print out pavement profiles. The printer or plotter must be capable of operating on 12 volts DC or 120 volts AC in the vehicle cab.

1.14 Optional Camera Imaging System

If MDOT is agreeable with the cost, provide a forward-facing camera imaging system, integrated with the profile data collection system.
