About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division is requesting bids on telecom parts and tools for Vernon State Hospital under IFB HHS0017595 V2, with responses due October 2, 2026 at 10:30 a.m. Central Time. Questions are due September 22, 2026.

The scope comprises 17 line items of tools and equipment specified with "or Equal" provisions: power tools (Milwaukee M18 Fuel Hammer Drill/Driver and Hackzall Cordless Reciprocating Saw), fasteners (self-drilling TEK screws and machine bolts), drill bits (Diablo brand rotary hammer drill bits and multi-material sets), electrical testing equipment (Fluke True RMS Multimeter and test lead sets), hand tools (Klein cable stripping scissors, laser level/plumb), and accessory kits (socket sets, hand tool sets, drill battery and charger sets). Bidders may propose equivalent alternatives with supporting literature; failure to provide literature for non-specified products may result in rejection. Bidders may submit pricing for selected line items only, marking unbid items as "No Bid."

The historical annual spend is approximately $50,000 for irregular, as-needed orders; this represents a guideline only and does not guarantee volumes or actual quantities. Pricing must be firm and fixed for the contract term (October 7, 2026 through August 31, 2027), with a one-year extension option at HHSC's discretion. Price adjustments are permitted only at HHSC's sole discretion, correlated with Consumer Price Index or Federal Minimum Wage increases. Contractors must immediately implement any price decreases. Quotes must be F.O.B. Destination with Freight Prepaid and Included, or bidders must show delivery costs separately. Default delivery is 14 days after order receipt.

Both HHSC and the Department of State Health Services are entitled to use any awarded contract. HHSC reserves the right to make single or multiple awards for best value and does not guarantee volume, usage, or compensation. Evaluation criteria include bidder qualifications, ability to meet performance and delivery requirements, specification compliance, and price. Responses must include completed Exhibit A (Solicitation Affirmations) and Exhibit C (Pricing Sheet). An addendum issued September 15 corrected Unit of Measure fields and clarified product specifications; acknowledgement of the addendum is required.
