About this file

This is a Solicitation Addendum Acknowledgement Form issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services for Solicitation HHS0017595 V2 regarding Telecom Parts and Tools. The addendum, dated September 15, 2026, addresses clarifications to the pricing sheet and product specifications. The solicitation is due on October 2, 2026, at 10:30 a.m. Central Time. Bidders are required to acknowledge receipt of this addendum by signing and returning it with their solicitation response, or if the response was submitted prior to the addendum, bidders may email the signed acknowledgement to pcsbids@hhsc.state.tx.us prior to the solicitation due date and time.

The addendum provides six clarifications: (1) correction of Unit of Measure fields showing "#REF!" errors, with the corrected measure identified as "1 Set"; (2) instruction that bidders must manually enter extension calculations for line items rather than relying on formulas; (3) identification of three products previously listed only by item number, now specified as a 56-Piece Milwaukee Socket Set, a 6-Piece Technology International Hand Tool Set, and a 2-Piece Drill Battery Set with Charger from Consolidated Electric, each with acceptable equal alternatives; (4) clarification that bidders may submit pricing for selected line items only, using "No Bid" for unbid items; (5) confirmation that Exhibit C quantities are for evaluation purposes only in support of approximately $50,000 in historical annual spending for irregular, as-needed orders; and (6) permission for bidders to enter freight separately on the designated freight line for delivery of the quantities shown.

TextField32: 1. Exhibit C – Pricing Sheet, Lines 7–17, Cells E15 – Unit of Measure. The Unit of Measure fields for Lines 7–17 display “#REF!” Please identify the correct UOM for each affected line and provide a corrected Exhibit C.

Answer: 1 Set

2. Exhibit C – Pricing Sheet, Lines 3–17, Cells G11 – Extension Calculations. The extension cells for Lines 3–17 contain fixed zero values rather than formulas calculating quantity multiplied by unit price. Should bidders manually enter the extensions, add formulas to these cells, or wait for a corrected pricing sheet?

Answer: This will be the total amount for each line item, based on the quoted price for each item. You will need to manually enter the total amount.

3. Exhibit C - Pricing Sheet, Lines 15–17 – Product Identification. Lines 15–17 identify the products only as Item 257896, Item 292420, and Item 258963. Please provide the manufacturer, manufacturer part number, complete specifications, or catalog source for each item so bidders can accurately quote the specified product or an acceptable equal.

Answer: Item 257896 - 56 Piece Socket Set - Milwaukee 3/8 in. Drive SAE/Metric Ratchet and Socket Mechanics Tool Set or Equal Item 292420 - 6 Piece Hand Tool Set – Technology International - or Equal Item 258963 - 2 Drill Batteries with Charger - Consolidated Electric - or Equal

4. IFB Sections 15.3.1 and 16, Pages 23 and 25 – Line-Item Responses. Because HHSC may evaluate the lowest price per line item and may make multiple awards, may a bidder submit pricing for selected line items only? If so, how should unbid lines be identified on Exhibit C?

Answer: Yes the bidder may submit pricing for selected line items. For unbid line items use “No Bid”

5. IFB Sections 1.2 and 1.3, Page 4; Exhibit C – Quantities. Exhibit C lists a quantity of one for each product, while the IFB reports approximately $50,000 in historical annual spending and provides for irregular, as-needed orders. Are the quantities shown in Exhibit C estimated contract quantities, quantities used only for bid evaluation, or the quantity expected on each individual order?

Answer: Used only for Evaluation Purposes

6. IFB Section 9.1, Page 14; Exhibit C – Freight Section 9.1 states that unit prices must include all related expenses. Exhibit C also contains a separate freight line and instructs bidders to show the exact delivery cost when freight is not prepaid and included. May bidders enter freight separately on the freight line? If so, should the quoted freight represent delivery of the quantities currently shown on Exhibit C?

Answer: May Enter Freight Separately on the Freight Line
