About this opportunity

The St. Johns River Water Management District is requesting qualifications from vendors capable of supplying 71 distinct herbicide and adjuvant products for the District's Invasive Plant Management Program, with qualifications due August 5, 2026 and questions due July 24, 2026.

Respondents must demonstrate a minimum of three years' experience in herbicide and adjuvant supply in Florida, provide manufacturer authorization letters confirming distributor status, and submit all required licenses, certifications, product labels, and Safety Data sheets. The District will establish multiple vendor agreements and issue Purchase Orders on an as-needed basis; the District makes no guarantee of minimum purchase amounts and retains non-exclusive procurement rights to issue orders to multiple vendors.

The scope includes distributors and manufacturers authorized to supply herbicides and adjuvants in various container sizes and formulations, with estimated annual quantities ranging from 20 ounces to 4,000 gallons depending on product. Delivery must occur within two weeks of Purchase Order issuance to locations specified by the District.

The estimated budget for the initial three-year contract term is $6 million ($2 million annually), contingent upon appropriation by the District's Governing Board and subject to adjustment at the District's discretion. The contract term runs October 1, 2026, through September 30, 2029, with two optional one-year renewal periods. Evaluation will be based on price, product availability, delivery timeframe, and operational requirements. Successful respondents must provide proof of insurability, comply with all federal, state, and local regulations, and register with the U.S. Department of Homeland Security's E-Verify system. No pre-submittal meetings, site visits, or bidders' conferences are scheduled.
