About this file
This is Addendum 1 to a Request for Qualifications issued by the St. Johns River Water Management District for herbicides and adjuvants to support the District's Invasive Plant Management Program. The addendum extends the submittal due date to 3:30 P.M. on August 19, 2026, and revises the products list to include 71 distinct herbicide and adjuvant items in various formulations and container sizes. The revised products list specifies estimated annual quantities ranging from 20 ounces to 4,000 gallons, depending on the specific product. The addendum designates Orion brand products as acceptable alternatives to several brand-name items, including Orion Poly 30 as equivalent to Polycontrol2, Orion No Foam as equivalent to Alligare No Foam, Orion Secure as equivalent to Silenergy, Orion Trace as equivalent to Cide-Kick, and Orion 700 as equivalent to LI 700. No pre-submittal meetings or bidders' conferences are scheduled. The contract term will run from October 1, 2026, through September 30, 2029, with two optional one-year renewal periods.
The estimated budget for the initial three-year contract term is $6 million, with approximately $2 million budgeted annually, contingent upon appropriation by the District's Governing Board and subject to adjustment at the District's discretion. Successful vendors must demonstrate a minimum of three years' experience supplying herbicides and adjuvants in Florida, provide manufacturer authorization letters confirming distributor status, and submit all required licenses, certifications, product labels, and Safety Data sheets. The District will establish multiple vendor agreements and issue Purchase Orders on an as-needed basis without guaranteeing minimum purchase amounts. Delivery must occur within two weeks of Purchase Order issuance to locations specified by the District. Evaluation criteria include price, product availability, delivery timeframe, and operational requirements. All respondents must provide proof of insurability, comply with federal, state, and local regulations, and register with the U.S. Department of Homeland Security's E-Verify system.
