About this opportunity
The Texas Comptroller of Public Accounts (CPA) Statewide Procurement Division is requesting bids on heavy trucks under IFB 304T-27-070A1, with responses due October 6, 2026, at 1:30 p.m. Central Time and a pre-bid conference scheduled for September 10, 2026, at 11:30 a.m. via Microsoft Teams. A VetHUB Subcontracting Plan with a 1.0% service-disabled veteran utilization goal for commodities contracts is mandatory. CPA intends to award multiple vendors, with up to seven awards per vehicle series and up to two vehicles per OEM per series.
The procurement covers Class 6, Class 7, and Class 8 vehicles across nine series classifications, including cab and chassis models, dump trucks, truck tractors, and specialty configurations such as asphalt maintenance units, herbicide rigs, and pothole patchers. All vehicles must be new, unused, the latest model year in current production. Base vehicles must meet minimum engine horsepower and torque specifications, transmission requirements, and braking standards documented in Attachment F. Tier 1 options are mandatory for all bids; Tier 2 options require bidding on a minimum of 75 percent of available selections. Failure to price all mandatory features or meet Tier 1 and Tier 2 thresholds results in bid disqualification. Warranties are minimum 3 years/36,000 miles bumper-to-bumper and 5 years/100,000 miles powertrain for Classes 6 and 7; 24 months unlimited mileage for Class 8. Respondents must submit OEM-generated build sheets and Franchised Motor Vehicle Dealer Licenses.
Pricing must be firm, all-inclusive fixed prices on FOB Destination basis with statewide delivery included. A mandatory 1.5% Texas SmartBuy administrative fee applies to all purchases. Pricing will be published online through the Texas SmartBuy ordering system and is not confidential. Price adjustments may be requested at contract renewal correlated with the Bureau of Labor Statistics Producer Price Index or through tariff adjustments. The initial contract term runs through December 31, 2027, with an optional renewal period from January 1, 2028, through December 31, 2028, exercisable at CPA's discretion. Minimum insurance coverage required is $500,000 commercial general liability and $500,000 automobile liability from AM Best A- or better carriers with Financial Size Category VIII or larger. Questions are due September 16, 2026; responses to questions are due September 18, 2026. The contract serves state agencies, institutions of higher education, and cooperative purchasing program members.
