About this file
This document is a Disadvantaged Business Enterprise - Neutral (DBE-N) Program Small Business Participation Plan (SBPP) annual submission form issued by the City of Phoenix Public Transit Department for contracts subject to United States Department of Transportation regulations under 49 CFR Part 26. The SBPP must be submitted annually on the anniversary date of contract execution and applies to the Heavy Duty Truck Brake Services contract, which has an effective date upon final signature and recording by the City Clerk's department, with a commencement date on or about January 1, 2027. The contract term is three years from the commencement date, with two one-year renewal options exercisable at the City's sole discretion. The agreement will terminate upon the earliest occurrence of reaching the end of the term including any extensions or upon termination pursuant to the contract provisions.
The contractor must demonstrate good faith efforts and reasonable efforts to promote and foster participation of small businesses on FTA-assisted projects through active engagement, outreach, and solicitation of small business suppliers. Key company responsibilities include tracking and reporting all small business participation monthly in the City of Phoenix Certification and Compliance System at phoenix.gob2g.com, identifying opportunities for verified small business suppliers, conducting proactive outreach, and documenting all contacts and responses. The SBPP requires the contractor to list currently used small businesses by category (subcontractors, joint venture partners, suppliers of goods and services, or other), identify future opportunities for small business participation by scope of work and estimated timeframe, and designate a contract liaison responsible for submitting the updated SBPP annually and other required reports. All supporting documentation must accompany the SBPP submission.
