About this opportunity
The State of Maine Division of Purchases is requesting quotes for a heavy-duty flat deck type utility trailer, with bids due April 23, 2013 at 2:00 p.m. local time.
Bidders must certify compliance with suspension and debarment requirements under 49 CFR Part 29 and Executive Orders 12549 and 12689, confirming that neither the bidder, principals, nor affiliates are excluded, debarred, suspended, or otherwise disqualified from federal, state, or local transactions. Bidders unable to make this certification must provide written explanation to the State. Knowingly providing erroneous certification constitutes material misrepresentation and may result in suspension, debarment, or other Federal Government remedies.
Quotes must be submitted electronically. The State reserves the right to award on an item-by-item basis or as a group, whichever serves the best interests of Maine, and may increase or decrease quantities by up to 10 percent. All transportation charges, including freight and express delivery, must be prepaid and borne by the contractor unless otherwise specified. The State is exempt from Federal and Maine sales and use taxes; bidders must quote accordingly.
Award will be made to the lowest responsible bidder offering best value to the State, with evaluation criteria including quality, conformity to specifications, purpose for use, and delivery date. Bidders must complete a detailed technical specification checklist indicating whether their offering meets each requirement or providing justifications for exceptions, alternatives, or dealer-installed equipment. Failure to provide requested information or submission of false or misleading information will result in bid rejection. Bidders must use standardized abbreviations: "X" for standard or as specified, "N/A" for not available, "DI" for dealer installed, and "AE" for approved equal. All questions must be submitted through the Question and Answer portal on the Solicitation Details View page.
