About this opportunity
Middlesex Community College is requesting proposals for eight distinct heat pump and HVACR training systems to support hands-on workforce education in a renovated lab space accommodating 12 students, with proposals due September 25, 2026 at 11:59 p.m. EST.
The scope comprises two Basic Refrigeration Learning Systems (120V), two Residential Heat Pump Troubleshooting Training Systems (220V single phase), one Residential Mini-Split Heat Pump Learning System (220V single phase), two Combined Refrigeration Installation Training Systems (120V), one HVAC Motor Control Training System (120V), one Digital Gauge Manifold Learning System (120V), one Refrigerant Recovery & Charging Training System for R-454b (120V), and one Air Conditioning & Heat Pump Training/Troubleshooting Learning System (120V). All equipment must incorporate industrial-grade components with the ability to insert mechanical and electronic faults for assessment purposes and integrate into the college's lab infrastructure. Bidders must provide separate line-item costs for delivery, installation, training, and software licenses, with lead times clearly identified. No subcontracting is permitted without prior written approval from the college.
Award will be made on the basis of best value combining price, capability, and service options, not lowest bid. Proposal pricing must remain firm for 60 days from bid opening. The anticipated award date is October 14, 2026; contract term is to be determined following award. The bidders' question deadline was September 16, 2026, with MCC responses posted by September 21, 2026. Proposals must be submitted electronically to purchasing@middlesex.edu and include the completed Proposal Cover Page (Appendix A), Non-Collusion Certification and State Tax Compliance (Appendix B), and Summary Pricing Bid Form (Appendix C). All responses are subject to Massachusetts Public Records Law.
