About this file

This is an addendum to a Request for Proposals (RFP) issued by Middlesex Community College for heat pump and HVAC training equipment. The addendum addresses clarification questions submitted by bidders regarding equipment quantities specified in the solicitation. The RFP scope includes eight distinct training systems: two Basic Refrigeration Learning Systems (120V), two Residential Heat Pump Troubleshooting Training Systems (220V single phase), one Residential Mini-Split Heat Pump Learning System (220V single phase), two Combined Refrigeration Installation Training Systems (120V), one HVAC Motor Control Training System (120V), one Digital Gauge Manifold Learning System (120V), one Refrigerant Recovery & Charging Training System for R-454b (120V), and one Air Conditioning & Heat Pump Training/Troubleshooting Learning System (120V). The addendum clarifies that bidders should quote a quantity of one unit for the Digital Gauge Manifold Learning System (120V), despite an earlier reference to two units in the Scope of Work, with the college noting it may consider additional units if funding permits. The bidders' question deadline was September 16, 2026, with responses posted September 21, 2026. Proposals were due September 25, 2026 at 11:59 p.m. EST, with an anticipated award date of October 14, 2026.

All equipment must incorporate industrial-grade components with the capability to insert mechanical and electronic faults for assessment purposes and must integrate into the college's lab infrastructure to support hands-on workforce education for up to 12 students. Bidders must provide separate line-item pricing for delivery, installation, training, and software licenses, with lead times clearly identified. Award will be made on the basis of best value combining price, capability, and service options rather than lowest bid. Proposal pricing must remain firm for 60 days from bid opening. No subcontracting is permitted without prior written approval from Middlesex Community College. Proposals must be submitted electronically to purchasing@middlesex.edu and include the completed Proposal Cover Page (Appendix A), Non-Collusion Certification and State Tax Compliance (Appendix B), and Summary Pricing Bid Form (Appendix C). All responses are subject to Massachusetts Public Records Law. The contract term is to be determined following award.
