About this file

This is Addendum 2 to RFP MCC-2027-02 issued by Middlesex Community College in Massachusetts for heat pump and HVAC training equipment. The addendum extends the original bid due date to October 2, 2026, at 11:59 p.m. EST. The college seeks an integrated training program comprising eight distinct systems: two Basic Refrigeration Learning Systems, two Residential Heat Pump Troubleshooting Training Systems, one Residential Mini-Split Heat Pump Learning System, two Combined Refrigeration Installation Training Systems, one HVAC Motor Control Training System, one Digital Gauge Manifold Learning System, one R-454B Recovery and Charging Training System, and one Air Conditioning and Heat Pump Training/Troubleshooting Learning System. Each bidder must provide all eight required systems to enable coordinated instruction. All equipment must be delivered by March 15, 2027, with installation, commissioning, and training completed by April 15, 2027. No site visits, pre-proposal conferences, or technical demonstrations are available. The anticipated award date is October 14, 2026.

The college prefers a single integrated manufacturer solution to facilitate curriculum coordination, though equivalent systems from different manufacturers are acceptable if they meet stated performance requirements and provide a unified online learning system with comprehensive curriculum for each component. No portion of the contract may be subcontracted without prior written college approval. The college has secured funding for the entire project but budgetary details are not disclosed. All facility modifications, including electrical work and laboratory renovation, are excluded from the vendor scope. eLearning licenses will be purchased separately by the college to support a maximum of 18 students and 2 instructors accessing the Learning Management System simultaneously, with free instructor and curriculum developer access. Bidders must include separate line-item costs for delivery, installation, training, and software licenses with identified lead times, and proposal pricing must remain firm for 60 days from bid opening. Award will be made on the basis of best value combining price, capability, and service options.

Middlesex Community College RFP MCC-2027-02 Heat Pump and HVAC Training

Equipment Addendum # 2, Bid Due Date Extension and Responses to Questions

September 25, 2026

1. Bid Due Date Extension

The bid due date has been extended from the original due date to October 2, 2026, at 11:59pm EST. All bids must be received by the revised due date and time.

2. Questions and Responses

Question 1: May bidders submit proposals by individual equipment line items, or must one bidder provide all eight required systems? Middlesex Community College is seeking an integrated training program that facilitates coordinated instruction. Thus the expectation is that each bidder provide all eight required systems.

Question 2: Are equivalent systems from different manufacturers acceptable, provided they meet the stated performance and training requirements? Equivalent systems from different manufacturers are acceptable provided they enable integrated instruction and have available a single on-line learning system providing access to curriculum addressing all systems. Curriculum with specific learning objectives must be available for each component. Instructor access to multimedia and eLearning materials must be available for each instructor as well as program design personnel and include comprehensive courses and lab activities that align directly with the training equipment.

Question 3: Does MCC have an estimated budget or maximum budget for the required equipment package?

MCC has funding for the entire project, budgetary details are not available.

Question 4: Is electrical work for the 120 V and 220 V single-phase requirements included in this RFP, or will MCC provide the required circuits and connections? MCC is in the process of renovating space that meets facility requirements, thus not part of this RFP.

Question 5: Are laboratory renovation, space preparation, ventilation, safety, cooling, and other facility modifications excluded from the vendor scope? All facility modifications are excluded from the vendor scope.

Question 6: Is a site visit, pre-proposal conference, or technical demonstration required or available? A site visit, pre-proposal conference, or technical demonstration is not required or available .

Question 7: What quantities of eLearning licenses, software users, instructors, and program-design personnel must be included? Middlesex Community College (MCC) will purchase separately eLearning licenses for students enrolled in programs utilizing the training equipment. Access to the eLearning Learning

Management System (LMS) must meet MCC standards. The expectation is for a maximum of 18 students and 2 instructors accessing the LMS simultaneously from the classroom. The expectation is that access to the curriculum by instructors and curriculum developers from the college will be available at no cost to

MCC.

Question 8: Are there specific certification, safety, or A2L requirements for the R-454B recovery and charging training system? All industry safety and handling requirements for the R-454B recovery and charging training system must be met by the system and accompanying curriculum.

Question 9: What insurance, warranty, maintenance, technical-support, and service requirements will apply to the selected vendor? Maintenance, technical-support and service terms provided by the vendor should be included in the proposal. Any vendors providing on-site service must meet appropriate Middlesex

Community College and Commonwealth of Massachusetts requirements.

Question10: Must all subcontractors, distributors, and manufacturers be identified with the proposal, and is prior written approval required before proposal submission or only after award? No portion of this contract may be subcontracted without prior written permission of the College. Please identify the use of a subcontractor in your RFP response. Distributors and manufacturers are not required to be identified with the proposal.

However, any information demonstrating the ability of the proposed vendor to meet the RFP requirements will support the proposal evaluation process.

Question 11: What are the required delivery, installation, commissioning, and training dates? Delivery is required by March 15, 2027 with all installation, commissioning, and training complete by April 15, 2027.

Question 12: May a bidder propose a package using systems from multiple manufacturers, or is a single integrated manufacturer solution preferred? A single integrated manufacturer is preferred to facilitate curriculum coordination and instruction.

Question 13: The Pricing Bid Form lists the Digital Gauge Manifold Learning System and the R-454B Recovery & Charging Training System as 120 V items. Please confirm whether 120 V is a required electrical characteristic for those systems or whether the voltage designation is informational. The 120 V designation for these systems is preferred based on lab layout. However, 220 V systems may be considered.
