About this opportunity
The Kansas Office of the Attorney General is soliciting negotiated proposals for hearing protection for law enforcement officers under RFP EVT0010971, with questions due November 17, 2026 and proposals due December 1, 2026 at 2:00 p.m. Central. The Kansas Department of Administration's Procurement and Contracts office administers the bid. Vendors claiming state bidder preferences for Disabled Veteran Owned Business or Certified Business categories must indicate that claim in their response. These are preferences, not set-asides. Political subdivisions may use the resulting contract on the same terms as the State.
Category 1 covers rechargeable, custom-fitted hearing protection with active hearing protection technology for Kansas Bureau of Investigation and Kansas Highway Patrol officers. Required specifications include a minimum 25-decibel Noise Reduction Rating, maximum sound output of 90 decibels, IPX4 or equivalent water resistance, and a minimum one-year manufacturer warranty. Custom fitting must be completed within 90 days of contract execution. Category 2 covers commercially available, completely in-the-canal, multi-use protection for local agencies statewide, with a 25-decibel minimum NRR, maximum output of 80 decibels, replaceable or rechargeable power supplying at least 12 hours of continuous operation, and a one-year warranty. Bidders must provide references from at least three law enforcement or public safety organizations using the proposed product. Bidder registration with the State must be approved before the closing date.
The contract is indefinite quantity with no guaranteed volume, subject to available funding under 2026 House Bill 2513. The term runs from execution through July 1, 2028. Delivery is required to the Procurement and Contracts office in Topeka by December 6, 2026. Evaluation criteria include compliance with minimum specifications, product quality and durability, suitability for law enforcement use, warranty and customer support, vendor experience, delivery capability, and overall cost to the State. The Attorney General may award by line item or group total. Amendment 1 corrects the Category 2 cost sheet by removing fitting from the unit cost, requires separate unit and shipping line items, and must be returned signed with the bid. Required forms include a Kansas Department of Revenue Tax Clearance Certificate, IRCA compliance certification, a Boycott of Israel form, and a Sexual Harassment form. Electronic submission to procurement@ks.gov is preferred, and faxed bids are not accepted. Payment is Net 30 by electronic funds transfer.
