About this opportunity

The City of Newark, New Jersey is soliciting competitive bids for Health Education Materials for fiscal years 2025-26 through an electronic procurement process. This procurement encompasses a comprehensive range of educational and promotional materials including brochures, workbooks, bookmarks, growth charts, posters, stickers, tear pads, coloring books, slide guides, booklets, calendars, flip charts, magnets, and various single-color imprinted promotional items totaling 109 line items across the two-year contract period. The materials must address diverse health topics appropriate for multiple age groups spanning preschool through adults and must be available in English, Spanish, and Portuguese languages. All materials must be new, of good quality, and represent current manufacturer production, with bidders required to submit samples for review prior to any purchase orders. Vendors must provide firm, unit-cost pricing for each item based on bulk volume ranges, with prices expected to remain fixed throughout the contract term and encompass all associated labor, materials, supplies, transportation, and handling costs. Electronic bids must be submitted through the City's e-Procurement Portal no later than 10:15 am on Thursday, May 1, 2025, with pre-bid questions due by April 25, 2025. The City reserves the right to award contracts to multiple vendors based on individual line item commodities and will publicly open and read bids aloud immediately following the submission deadline.

The procurement documents require all bidders to complete mandatory vendor submission forms addressing Equal Employment Opportunity compliance, Americans with Disabilities Act attestations, Statement of Ownership Disclosure, Bidder Qualification Questionnaire responses, Disclosure of Investment Activities in Iran certifications, Sweatshops Ordinance compliance documentation, and Political Contribution Disclosure Forms. Vendors must certify under oath that neither they nor their parent entities, subsidiaries, or affiliates maintain investment activities in Iran as listed on the New Jersey Department of Treasury's Chapter 25 List, with false certifications subject to criminal penalties and potential contract voidance. The procurement documents do not specify set-aside designations, incumbent vendors, existing infrastructure requirements, or explicit budget ranges; however, the comprehensive nature of the materials list and two-year contract duration suggest a substantial procurement value. Vendors should note that failure to complete any required forms or provide requested information will result in automatic bid rejection, and submission must occur well in advance of the 10:15 am deadline to avoid portal technical issues.
