About this opportunity
Palm Beach County Board of County Commissioners, Facilities Development and Operations Department, Capital Improvements Division is requesting bids on flooring replacement at Head Start Hattie Fields (Project 2023-044251) with bids due September 17, 2026 at 2:00 PM and a mandatory pre-bid meeting on August 12, 2026 at 10:00 a.m. at the project site. Contractors must be qualified under Palm Beach County's Annual Contract-Flooring, with qualification applications due at least 10 days before bid submission. Small Business Enterprise (SBE) participation is required under affirmative procurement initiatives; bidders unable to meet API requirements must submit waiver requests with good-faith-effort documentation at bid submission.
The scope includes removal and replacement of existing vinyl composition tile (VCT), vinyl sheet flooring, and cove base in designated areas; installation of Forbo Marmoleum Composite Tile (MCT) in checkerboard pattern using "Refreshing Green" and "Forest Ground" colors in corridors; and Armstrong Desert Beige VCT in classrooms and south-end common areas with transition strips. Forbo MCT specifications are 19.69 inches by 19.69 inches with 2.5 mm thickness; Armstrong VCT is 12 inches by 12 inches with 1/8-inch thickness. Addendum Two, issued September 3, 2026, clarifies that only existing vinyl sheeting is replaced with VCT in classrooms; existing carpet remains in place except in bathrooms, closets, and teachers' lounges receiving VCT. Bidders must acknowledge receipt of all addenda and attach them to proposals. No architectural or construction plans are provided; Exhibit 3 states bidders must either develop their own plans or coordinate with the contracting agency. Work must be performed on weekends and after 5:00 PM weekdays with a detailed work schedule submitted prior to each phase. Substantial completion is required within 120 calendar days from Notice to Proceed, with liquidated damages of $120 per day for delays. Bid security at 5% of bid price and public construction bonds at 100% of work order amount are required for bids of $200,000 or more. A 12-month warranty on all equipment, materials, and labor is required from substantial completion. The contractor must provide 10% attic stock of each flooring material and obtain a Certificate of Occupancy or Completion prior to final payment. Questions due September 4, 2026.
