About this opportunity

Palm Beach County Board of County Commissioners, Facilities Development and Operations Department is requesting sealed bids for flooring replacement at Head Start Hattie Fields, with the bid due date extended to September 17, 2026, at 2:00 p.m. (Addendum One, posted August 28, 2026). A mandatory pre-bid conference is scheduled for August 12, 2026, at 10:00 a.m. at 990 US Highway 27 North, South Bay, Florida. SBE set-aside requirements apply; bidders must submit Office of Small Business Development Schedules 1 and 2 documenting subcontractor participation and Small Business Enterprise involvement. Contractors must be pre-qualified under Palm Beach County's Annual Contract — Flooring, with qualification applications due at least 10 days before the original bid date (by August 24, 2026).

The scope includes removal and replacement of vinyl composition tile (VCT), vinyl sheet flooring, and cove base. New installation comprises Forbo Marmoleum Composite Tile (MCT) in corridor areas using a checkerboard pattern of "Refreshing Green" and "Forest Ground" colors, and Armstrong Desert Beige VCT in classrooms and south building areas. Substrate preparation must comply with manufacturer requirements, including adhesive removal, patching, leveling, moisture and pH testing. The addendum modifies scope to add Room 105 (Center Manager's Office), Bathroom 145, and Bathroom 159, while removing Classroom 157. All new transition strips between VCT and existing carpet must be provided and installed. Work is scheduled for weekends and weeknights after 5:00 p.m., Monday through Friday, with contractors required to coordinate detailed schedules with facility personnel and County staff. Completion is required within 120 calendar days from Notice to Proceed, with liquidated damages of $120 per day for failure to achieve substantial completion. A 12-month warranty on equipment, materials, and labor from substantial completion is required.

Bid security (minimum 5% of bid price) and public construction bonds (100% of work order amount) are required for projects exceeding $200,000. Building plans and drawings are confidential under Florida Public Records Law; access requires execution of a Non-Disclosure Agreement before bid preparation. Bidders must acknowledge receipt of Addendum One by signing and attaching it to the proposal; failure to do so may result in disqualification. Questions and bidding documents are available through the County's Vendor Self-Service system at https://pbcvssp.pbc.gov/vssprd/Advantage4 or by contacting FDO-CID-Bids@pbc.gov or (561) 233-0261.
