About this file
This is an Addendum One to a competitive sealed bid solicitation issued by the Palm Beach County Board of County Commissioners, Facilities Development and Operations Department, Capital Improvements Division, for the Head Start Hattie Fields Flooring Replacement project (Project Number 2023-044251). The addendum modifies the original bidding documents and constitutes binding contract language. The project scope involves the removal and replacement of existing vinyl composition tile (VCT), vinyl sheet flooring, and cove base, along with installation of new Forbo Marmoleum Composite Tile (MCT) in corridor areas using a checkerboard pattern of "Refreshing Green" and "Forest Ground" colors, and installation of Armstrong Desert Beige VCT in classrooms and south building areas. Substrate preparation must comply with manufacturer requirements, including adhesive removal, patching, leveling, and moisture and pH testing. Work is scheduled for weekends and weeknights after 5:00 p.m., Monday through Friday, with contractors required to coordinate detailed work schedules with facility personnel and County staff prior to each work phase. The original bid due date of September 3, 2026, at 2:00 p.m. has been extended to September 17, 2026, at 2:00 p.m. The addendum includes scope modifications adding Room 105 (Center Manager's Office), Bathroom 145, and Bathroom 159, while removing Classroom 157 from the scope, and specifies repair work for flooring defects adjacent to a highlighted window in Corridor 126.
The addendum specifies product requirements including Forbo MCT tiles at 19.69 inches by 19.69 inches with 2.5 mm thickness using Forbo adhesives (Sustain 1195, Sustain 885M, or T940), and Armstrong VCT tiles at 12 inches by 12 inches with 1/8-inch thickness using Armstrong S-515 Tile Strong Adhesive. All transition strips between new VCT and existing carpet must be provided and installed. Prospective bidders are required to acknowledge receipt of the addendum by signing and attaching it to their bid proposal form; failure to do so may result in bidder disqualification. The addendum replaces exhibits and modifies the original Scope of Work, General Conditions, and Product Information sections of the invitation for quotation/bid documents.
