About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the General Services Department is requesting proposals for a hazmat vehicle under RFQ 541071, with quotes due October 30, 2026 and questions due by October 14, 2026. The procurement carries a Detroit-based business equalization-credit structure: vendors holding valid Detroit Business Certificates (Detroit-Based, Detroit Resident, Detroit Headquartered, small business, or micro business classifications) receive pricing credits of one to five percent depending on certification type, with the lowest equalized bid awarded provided it does not exceed twelve percent above the lowest responsible bid or $100,000, whichever is less.

The scope is one or more completely assembled hazmat vehicles equipped to specified standards for the Fire Department's active fleet, with priority given to zero-emission, hybrid, or low-emission vehicles and equipment meeting City Code 17-5-14 and the Detroit Climate Strategy. Vendors must be manufacturers or authorized dealers with a minimum ten-year history of manufacturing similar equipment and single ownership for more than ten years; manufacturers must have been in business for a minimum of seventy-five years with single ownership for more than fifty years and be current members of the Fire Apparatus Manufacturer's Association. The apparatus must be new, the manufacturer's latest model, delivered completely equipped and ready for service with no experimental designs.

The RFQ anticipates one or multiple awards resulting in a two-year initial Professional Services Contract with renewal options requiring Detroit City Council approval and Chief Procurement Officer signature. Pricing shall be F.O.B. Detroit, Michigan. The successful bidder must submit a performance bond equal to 100 percent of the total contract price within twenty days of notification. A pre-construction conference will be held at the manufacturer's facility after award; an inspection trip prior to delivery is included in the bid price. Delivery time, past performance, and price are major evaluation factors. Vendors must provide ten Midwest references, detailed specifications, proposal drawings, five project references, and full warranty and maintenance package details. Defective parts and workmanship are replaced at no cost to the City; eight hours of complimentary mechanics training must be provided upon request.

Award is contingent on submission of notarized affidavits, three years of financial statements, Certificate of Insurance with coverage at $1 million Commercial General Liability per occurrence and $2 million aggregate, Detroit Treasury Clearance, and System of Awards Management registration.
