About this opportunity
The State of Oregon, Department of the Oregon State Fire Marshal, is requesting proposals to develop a Standards of Coverage analysis and report for the deployment of Regional Hazardous Materials Emergency Response Teams under Intermediate Procurement S-26000-00015785, with proposals due July 29, 2026. A 10% cost preference applies to offerors proposing all goods fabricated or services performed entirely in Oregon.
Offerors must demonstrate a minimum of five years of experience working with local, state, or federal government agencies (such as CDC, USDE, Oregon OEM, or OSP), five years supporting fire protection agencies and hazmat teams, five years conducting detailed standards of coverage analysis, and three years conducting such analysis specific to fire and hazardous materials response agencies. At least three references from current or former clients for similar projects completed within the last five years are required.
The scope comprises two primary components: analysis of the current state of the RHMERT system and a Standards of Coverage report to guide resource deployment, staffing, training, and equipment decisions. Deliverables include project launch and data collection, community risk assessment, performance standards analysis, recommendations and resource-deployment modeling, draft and final Standards of Coverage reports with executive summary and implementation roadmap, stakeholder listening sessions, and project closeout. All deliverables must meet WCAG 2.1 Level AA accessibility standards. Specific due dates, page minimums, and the number of listening sessions and scenario modeling exercises will be finalized in the complete statement of work.
The initial contract term is one year with options to renew up to a maximum of five years. Payment is made only for completed and accepted deliverables according to a schedule to be established. The maximum not-to-exceed compensation amount is redacted in the current contract document version.
Proposals are scored on 150 points across four criteria: prior experience and success conducting standards of coverage analysis (60 points), proposed strategies and methodologies (30 points), timeline (30 points), and references (30 points). Questions are due July 13, 2026. Notice of Award is anticipated August 12, 2026. The single point of contact is Philip Hofmann, Procurement Manager.
