The scope covers transportation and disposal of dewatered sludge and sewage sludge from five water treatment plants (24th Street, Deer Valley, Val Vista, Union Hills, and Lake Pleasant) and two wastewater treatment plants (23rd Avenue and 91st Avenue), with two additional facilities (Cave Creek and North Gateway) expected to come online in 2027 and 2028. Estimated annual quantities are approximately 345,000 tons of sludge and 75 tons of screenings, with disposal primarily at Salt River Landfill and SR 85 Landfill. The contractor must provide all labor, materials, equipment, and transportation; furnish leak-proof trailers and roll-off bins sized to fit facility scales (two to four trailers per site); assume all tipping fees; and supply weigh tickets documenting disposed materials. Compliance with 40 CFR 258 and 503 standards and applicable federal, state, and local environmental and safety regulations is mandatory.
The contract term is five years commencing December 31, 2026 (or upon Phoenix City Council approval), with no extension options. Award will be made to the lowest responsive and responsible offeror; the City reserves the right to award by individual line items or to multiple contractors. Pre-award qualifications require minimum five years of operation, an Emergency Spill Response Plan, CDL licenses, and proof of insurance submitted within 14 calendar days of award. Offers must remain firm and fixed for 180 calendar days from solicitation opening. The City is responsible for reimbursing landfill disposal fees separately from the contract.
