About this opportunity

The Atlantic County Utilities Authority (ACUA) is soliciting bids for on-call pickup, transportation, lawful disposal, cleaning, and return of 25 cubic yard roll-off vacuum containers holding grit entrained, gravity-thickened raw primary sludge, with bids due October 16, 2026 at 11:00 a.m. and questions due October 1, 2026 at 4:00 p.m.

The scope covers complete service for sludge material (2 to 7 percent solids content) generated during high-flow events when primary sludge is diverted to offline tanks, settled, and decanted. The contractor must provide reliable and timely removal despite storms, equipment failures, staffing shortages, disposal facility limitations, or obligations to other customers; failure to meet stated service deadlines constitutes material default. The estimated annual quantity is 500 tons, with typical container weights ranging from 15 to 17 tons, though actual quantities vary based on weather and operational conditions. The contractor must identify a primary and at least one alternate disposal facility, both possessing all required permits and approvals, and must maintain backup vehicles and equipment to provide uninterrupted service capability for up to five containers within any seven-day period.

Bidders must provide an all-inclusive per-ton unit price for routine hauling and disposal services, with payment based on documented net tons accepted at ACUA-approved disposal facilities using legally certified scales. An additional Emergency Service Surcharge compensates for after-hours, weekend, or holiday pickups with a 24-hour response requirement when ACUA expressly designates requests as emergency service.

The initial contract term is one year, with the possibility of renewal for one additional year upon mutual written agreement, subject to satisfactory performance and available funding. Performance location is the ACUA Wastewater Treatment Facility at 1801 Absecon Boulevard, Atlantic City, New Jersey. A 10 percent bid guarantee, not to exceed $20,000, is required as either a certified check or bid bond. Bids must be submitted electronically via ACUA's e-Procurement Portal. Contractors must comply with all federal, state, and local regulations and maintain comprehensive service documentation, including immediate notification of any delays, spills, or rejections.

Reliable and timely removal is essential to continued wastewater treatment operations. The Contractor shall provide complete service despite storms, equipment failures, staffing shortages, disposal facility limitations, or obligations to other customers. Time is of the essence for every service deadline stated herein.
