About this opportunity

The Atlantic County Utilities Authority (ACUA) is requesting qualifications for the design, financing, permitting, construction, operation, and maintenance of a municipal solid waste conversion facility with a contract duration of up to 25 years and qualifications due December 9, 2026.

The facility must process up to 100% of the ACUA's municipal solid waste (216,911 tons annually in 2025), with capacity of up to 1,000 tons per day. Extra consideration is given to facilities that also process Type 13 bulky waste (28,084 tons in 2025), Type 13C construction and demolition waste (90,118 tons in 2025), vegetative waste, and wastewater biosolids (28,500 wet tons processed annually, plus 18,350 wet tons from customers). Eligible conversion technologies include advanced sorting, anaerobic digestion, pyrolysis, and hydrothermal decomposition; mass-burn incineration and land-application methods are excluded. The facility will be located at the Howard F. Haneman Environmental Park in Egg Harbor Township, New Jersey, using the existing Transfer Station and designated surrounding property.

Respondents must demonstrate a minimum of one year of satisfactory commercial operation of a municipal solid waste processing facility with at least 100 tons per day capacity. Financial criteria require a current assets-to-current-liabilities ratio of at least 1.1 for two of the three most recent fiscal years and the ability to obtain payment and performance bonds. Respondents must comply with New Jersey affirmative action provisions and Americans with Disabilities Act requirements.

The ACUA will provide the site, ingress/egress roadways, utility connections, scale house operations, and maintain flow control and continuous use enforcement. Payment is on a per-ton basis subject to escalation, commencing only after the facility passes specified permit standards. Questions are due November 5, 2026 at 12:00 p.m. Optional site visits may be arranged by contacting the Engineering/Research and Development Department at 609-272-6932.
