About this opportunity

The Utah Abandoned Mine Land Reclamation Program, administered by the Division of Oil, Gas and Mining, is soliciting bids through Invitation for Bid (IFB) for reclamation of an abandoned coal refuse pile in Carbon County, Utah, with bids due December 1, 2026. Bidders must hold a Utah contractor's license, and the project is funded under Title IV of the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The state record lists Cache County (FIPS 49005) as the jurisdiction.

The scope covers coal refuse excavation and haul, channel construction, site grading and earthwork, runoff control, revegetation of disturbed areas, and road realignment and resurfacing. Key quantities include 25,391 cubic yards of coal refuse excavation, 50,522 tons of imported Class A riprap (D50=30"), 13,291 tons of imported granular filter material, 35,441 square yards of geotextile liner, 3,141 square yards of road resurfacing, and 25,500 square yards of revegetation. Bidders must guarantee completion within 84 calendar days after Notice to Proceed. The specifications file identifies the project as JH22-148 and schedules it for Summer 2026.

Eligibility gates apply at award. Apparent low bidders must submit AML Contractor Information Forms to the Division of Oil, Gas and Mining within 24 hours of bid opening for Applicant/Violator System verification through the U.S. Office of Surface Mining Reclamation and Enforcement. All successful bidders and subcontractors must certify that SMCRA reclamation fees or civil penalty assessments have been paid. Bidders must identify all first-tier subcontractors, suppliers, and vendors whose contracts exceed $5,000 on prime bids under $250,000, or $25,000 on prime bids of $250,000 or more. Davis-Bacon Act wage determination worker classifications apply.

Bidding runs through an online bid form, with detailed pricing in a separate Excel spreadsheet that performs automated calculations. Submittals include equipment lists, borrow area locations, drainage control plans, stream protection measures, seed supplier information, riprap gradation and source, and geotextile material specifications.
