About this opportunity
DeKalb Public Health (DKPH) is seeking to establish a contract with a qualified vendor to provide comprehensive graphic design services supporting the REACH/LEAD DeKalb public health initiatives. The procurement encompasses the creation of culturally relevant visual materials promoting physical activity, healthy nutrition, family weight management, and community engagement. Specific deliverables include developing a campaign look and feel with three rounds of client review, designing and laying out a 70-100 page Community Health Improvement Plan (CHIP) document with three rounds of review, creating one two-page direct mailer, designing two flyers (maximum two pages each), producing six print and online publication advertisements with image resizing, and developing twelve social media advertisements across Facebook, Instagram, LinkedIn, and X. The selected contractor must demonstrate advanced proficiency with Adobe Creative Suite (InDesign, Illustrator, Photoshop), data visualization tools (Tableau or Power BI), and possess proven experience in community-centered publication design, data-driven visual storytelling, and accessible design principles. The evaluation committee will score proposals on approach (30 points), firm qualifications and experience (25 points), key staff qualifications and experience (15 points), and cost (30 points), with proposals failing to achieve at least 70 percent of non-price points subject to elimination. A pre-bid conference was held on January 13, 2026, via Microsoft Teams; questions were due by January 16, 2026, at 2:00 p.m. EST; and proposals were originally due January 29, 2026, with an addendum extending the deadline to February 5, 2026, at 2:30 p.m. EST, with submissions required via email to DPH-DCBOHpurchasing@dph.ga.gov.
No specific set-aside designations or restrictions limiting organizational types have been identified in the solicitation materials. The RFP explicitly prohibits the use of subcontractors, requiring the selected vendor to perform all work directly. Qualified vendors must obtain Georgia business registration, which may be completed within ten days of the Notice of Intent to Award. The contractor must maintain professional liability insurance with limits of $1,000,000, comprehensive general liability coverage, and workers' compensation insurance covering owned, hired, and non-owned vehicles. All deliverable files, including native design files, become the property of DKPH upon completion. The estimated contract value is $30,000, with pricing submitted as firm costs itemized by deliverable on the provided exhibit form. The contract is anticipated to run for one year with four additional optional annual renewal periods, contingent upon satisfactory performance and mutual agreement, with payment on a fee-for-service basis upon project completion within thirty days of invoice receipt.
