About this opportunity

Los Alamos County in New Mexico is conducting a Request for Proposals (RFP26-55) for the design, installation, and maintenance of hanging flower baskets for the Los Alamos town site. The procurement encompasses up to 144 hanging baskets distributed across Central Avenue, Knecht, 15th, and 20th Streets, with current infrastructure consisting of 68 street light poles equipped with 2 hangers each (136 baskets total) plus 8 reserve baskets for maintenance replacements. The contractor must hold a valid nursery dealer license issued by the New Mexico Department of Agriculture and is responsible for supplying all plant material, maintaining plants according to specified designs and quality standards, assessing and monitoring the drip irrigation system on light poles, and returning baskets by December 1 each year. Plant material must be delivered and installed by May 15 each year unless weather conditions warrant delays, with any plants failing within ten days of installation replaced at the contractor's expense at no cost to the County. The County provides the wire baskets, coconut shell liners, galvanized wire hangers, and irrigation system. Proposals will be evaluated on the following weighted criteria: Qualifications and Experience (35 points), References (10 points), Design and Maintenance Solution (35 points), and Cost Proposal (20 points). A pre-proposal conference is scheduled for May 13, 2026 at 2:30 p.m. Mountain Time via Microsoft Teams (non-mandatory), the deadline for written questions is May 21, 2026 at 2:00 p.m. Mountain Time with responses issued by May 28, 2026, proposals are due June 4, 2026 at 2:00 p.m. Mountain Time, and the estimated contract award date is July 14, 2026. All submissions must be made electronically through the County's Procurement Portal at https://losalamosnm.bonfirehub.com, and late responses will not be considered.

Los Alamos County offers preferences under County Code Section 31-261(b) and NMSA 1978 Section 13-1-21 for Local (Los Alamos) Business, Resident (New Mexico) Business, Native American Resident Business, Native American Resident Veteran Business, and Resident Veteran Business classifications, with offerors required to submit valid state-issued preference certificates and, for local preference, a current valid Los Alamos County Business License while maintaining their principal office in Los Alamos County. All offerors must complete required compliance forms including Certification Regarding Debarment and Suspension, Campaign Contribution Disclosure Form, Verification of Authorized Offeror Form, Request for Preference Form, Request for Client Information Form (minimum three references for similar services within the last 3-5 years), Agreement Deviations and Exceptions Form, and Cost Proposal Worksheets detailing pricing for seven contract years. The contract term contemplates a multi-term agreement of up to seven years, with offerors required to propose pricing for each potential year; the County may consider but is not obligated to accept proposed cost escalators or escalation mechanisms, though price escalation may be calculated using specified dollar amounts, percentages, capped not-to-exceed amounts, or indices such as the Consumer Price Index or Producer Price Index. Specific budget or award values are not disclosed in the solicitation documents, though costs must be submitted in United States currency with clear line-item descriptions for all services, materials, and reimbursable expenses, and cost-plus-a-percentage-of-cost contracts are prohibited. The County reserves the right to accept or reject any proposed fees and price escalation mechanisms at its sole discretion.
