About this opportunity

The Town of Fairfield, Connecticut, through its Office of Community & Economic Development, is seeking competitive bids for Handyman Services for Income-Eligible Homeowners. The procurement is specifically targeted at contractors who can provide labor, tools, and equipment for small maintenance projects primarily involving gutter cleaning and minor carpentry and masonry repair work. Critically, all work must be performed directly by the bidding contractor's staff, with subcontracting strictly prohibited. Contractors must be registered Home Improvement Contractors with a minimum of three years of experience and must possess a DUNS number and System for Award Management registration. The contract is structured for an initial one-year term beginning December 1st, 2025, with four optional one-year renewal terms, and is anticipated to average 250 hours annually. Evaluation criteria will include a combination of contractor qualifications and cost value, with bidders required to submit a flat hourly rate that encompasses travel, quoting, insurance, and administrative costs. The bid response is due by November 14th, 2025, with pricing to remain firm for the first 12 months and potential labor cost increases subject to town approval thereafter.

The contract appears to have no specific set-aside designations for disadvantaged enterprises, though contractors will be subject to criminal background checks. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability with $1,000,000 per occurrence and $2,000,000 general aggregate, Workers' Compensation, Automobile Liability, and a $2,000,000 Umbrella/Excess Liability coverage. The Town of Fairfield will waive application and building permit fees for approved projects, and the selected contractor will be responsible for securing necessary permits and providing a one-year warranty on workmanship and materials. While a specific contract value is not explicitly stated, the 250-hour annual projection suggests a moderate-scale municipal service contract. Insurance requirements mandate that carriers be rated "A-:VII" or better by A.M. Best, and the Town of Fairfield and Fairfield Board of Education must be named as additional insureds on a primary and non-contributory basis. The contract represents an opportunity for local contractors to provide essential maintenance services to income-eligible homeowners in Fairfield County.
