About this opportunity

The Maryland Department of General Services is soliciting bids for snow removal services at the J. Louis Boublitz District Court (Hagerstown District Court) in Hagerstown, Maryland, with bids due November 7, 2026. Winning bidders must provide snow removal for a three-year term running from November 15, 2026 through April 30, 2029, at 36 W. Antietam Street, Hagerstown, MD 21740, in Washington County.

Bidders must demonstrate three years of successful prior experience providing comparable snow removal services and furnish references from other institutions for which they performed similar work. The contractor supplies all equipment, operators, insurance, materials (sand, salt, and related supplies), and maintenance. Required equipment includes one four-wheel drive vehicle with mounted snowplow and salt spreader, one front-end loader for snow disposal, and one dump truck with salt spreader. The Maintenance Supervisor selects equipment based on conditions. Track vehicles and non-rubber-tired equipment are prohibited.

Bidders submit a single hourly rate for each piece of equipment covering all labor, materials, insurance, and incidentals. The base bid comprises four line items: the four-wheel drive vehicle, dump truck, front-end loader, and snow blower/shoveling services. Three optional alternates are at the agency's discretion: cost per 100-pound bag of chemicals, cost per ton of chemicals, and hourly rate per employee for additional manpower with a contractor-supplied snow blower. The contract is awarded to the responsive and responsible bidder submitting the lowest combined base bid for all required equipment.

Payment is based only on verified hours of actual equipment operation, recorded by site security or the Maintenance Supervisor. Invoices are due within thirty days of service and go to the Department of General Services Accounts Payable division.

Bidders must submit a Bid/Proposal Affidavit certifying compliance with Maryland State Finance and Procurement Article requirements, and a Contract Affidavit. The attached terms are the Maryland state terms for contracts under $25,000, governed by COMAR 21.10 and including termination for convenience and non-appropriation provisions. A site visit is scheduled for bidder questions and facility familiarization.
