About this file

This file contains the Terms and Conditions applicable to Maryland state contracts under $25,000. The contract opportunity involves snow removal services for the J. Louis Boublitz District Court (Hagerstown District Court) located at 36 W. Antietam Street in Hagerstown, Maryland. The contract term spans three years, commencing November 15, 2026, and concluding April 30, 2029. No specific information regarding response dates, due dates, site visits, bidder meetings, or award dates is provided in this document.

The Terms and Conditions establish that the contract is governed by Maryland law and subject to State Finance and Procurement Article provisions and COMAR 21.10 regulations. Key contractual provisions include automatic termination if funds are not appropriated in any fiscal year following the first year, with no recovery of anticipatory profits or post-termination costs permitted. The State retains the right to terminate the contract for convenience without cause upon written notice, with the contractor reimbursed for reasonable incurred costs but not anticipatory profits. The contract may be amended only with written consent from both parties and cannot significantly alter the scope or contract price. Additional requirements include compliance with nondiscrimination provisions of federal and Maryland law and an anti-bribery certification. Termination for default is permitted if the contractor fails to fulfill obligations or violates contract provisions, governed by COMAR 21.07.01.11B.
