The County will shortlist a minimum of three highest-ranked firms if at least three qualified submissions are received.
The consultant will provide design plan development, technical specifications, permit applications, bidding-phase support, construction-phase oversight (including weekly site visits and shop-drawing review), as-built record drawings, and operation-and-maintenance manuals. Deliverables include Civil 3D files and PDF plans digitally signed and sealed by a Florida-registered Professional Engineer. The contract term is 915 consecutive calendar days from Notice to Proceed. Compensation is structured as lump-sum fees for defined project phases, with optional and contingency services available at negotiated rates.
