About this opportunity

Georgia Southern University, via the Board of Regents of the University System of Georgia, is requesting qualifications and fee proposals for Design Professional Services for Project J-474-DP, Campuswide HVAC Renewal at the Swainsboro Campus, with Statements of Qualifications due September 1, 2026 and fee proposals due October 5, 2026.

The scope encompasses schematic design, design development, and construction documents for comprehensive HVAC renewal in two buildings—the Academic Building (23,000 gross square feet) and the Luck Flanders Gambrell Center (27,000 gross square feet)—plus replacement of a 350-ton chiller, cooling tower, pumps, valves, piping, and controls in the central plant. Design services commence Fall 2026 with construction documents completed by Summer 2027. The project incorporates Energy Efficiency & Sustainable Construction Act of 2008 requirements and requires Georgia Peach certification with commissioning. The applying firm must perform a minimum of 50 percent of architectural design services in-house; an associated firm may provide up to 50 percent of architectural services.

The Design Professional Base Fee is approximately $350,000 for Basic Design and Construction Administration. The estimated construction cost is $3.4 million under a Design-Bid-Build delivery method. Fee proposals must include anticipated specialty consultant fees and reimbursable expenses; the Stated Cost Limitation may be revised due to final programmatic requirements or funding availability.

Finalist firms will be notified September 1–8, 2026 and attend a mandatory pre-proposal site visit September 15, 2026. Finalist interviews follow fee proposal submissions on October 6, 2026. RFQ evaluation weighs firm stability at 25 percent, relevant project experience and qualifications at 45 percent, and suitability to provide services at 30 percent. Step II evaluation weighs Design Team Qualifications and Experience at 50 percent, Design Plan/Methodology at 25 percent, and Team Communications/Project Solutions at 25 percent. Proposals must include certification of insurance, minority business status disclosure, E-Verify compliance affidavit, conflict-of-interest disclosure, and Section 179D Energy Policy Act allocation election.
