The City of Portland, Oregon Bureau of Transportation is seeking bids for on-call crane and heavy haul services under ITB 00002656, with bids due November 28, 2025 at 4:00 p.m. Pacific Time. The procurement has closed; one responsive bid was received from Jacked Co., located in Sherwood, Oregon, and the City issued a Notice of Intent to Award on January 23, 2026.

The scope includes emergency and non-emergency crane services: rerailing derailed streetcars (lifting capacity up to 84,000 pounds), emergency towing at 7% grades, general lifting and moving, utility pole placement, and signal and lighting emergency repairs. The contractor must provide NCCCO-certified crane operators and riggers, and maintain specific equipment including a 33,000-pound forklift, a 65-ton tri-lifter, four-axle semi-trucks capable of towing 300,000 pounds at 7% grades, and mobile cranes ranging from 60 tons to 600 tons. Equipment includes mobilization and demobilization charges and rigging-setup services. Mandatory quotations cover 20-ton, 60-ton, 200-ton, and 600-ton cranes plus tri-lifters and forklifts; 20-ton and 60-ton cranes and prime mover semi-trucks are optional. Hourly rates apply separately to standard hours (Monday–Friday, 7 a.m.–5 p.m.), overtime (5 p.m.–7 a.m. and weekends), and holidays, with minimum billing in 30-minute increments. Rates firm for the first year.

The total anticipated spending across the five-year contract term does not exceed $250,000. The contract is on an as-needed basis with no guaranteed minimum or maximum volumes; other public agencies may use the contract under an intergovernmental cooperative purchasing agreement. Award is based on lowest responsive and responsible bid. The awarded contractor must provide commercial general liability insurance of at least $2 million per occurrence, automobile liability of at least $5 million per accident, and workers' compensation insurance of at least $1 million each accident, and execute the contract within twenty days of award. Bids must be submitted electronically through BuySpeed; no pre-bid meeting or site visit is scheduled.
