About this opportunity

Collier County, Florida, through its Operations & Regulatory Management Division, is seeking a consultant to conduct a comprehensive Growth Management Community Development Compensation Study for 2025. The project aims to develop a targeted compensation strategy for critical positions within the Code Enforcement and Building Review & Permitting divisions, including roles such as Property Maintenance Specialists, Code Enforcement Officers, Supervisors, Managers, Animal Control Officers, Park Rangers, Plans Reviewers, and Building Inspectors. The primary objectives are to attract and retain qualified talent, ensure internal pay equity, and maintain external competitiveness for these essential service positions. Deliverables will include a compensation benchmarking report, internal equity analysis summary, compensation philosophy recommendations, and a final presentation to HR leadership, executive leadership, the Development Services Advisory Committee, and the Collier Business Industry Association. A non-mandatory pre-bid meeting is scheduled for November 24, 2025, at 10:00 a.m. via Webex, with questions due by December 3, 2025, at 5:00 p.m., and response submissions due December 8, 2025, at 5:00 p.m. through the Collier County Procurement Services Division Online Bidding System.

The procurement opportunity appears to be open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. The contract will be awarded to the responsive vendor with the lowest quote submitted on a lump-sum basis, with a one-time purchase intended. Vendors must maintain specific insurance requirements, including Professional Liability insurance of $100,000 per claim, Employer's Liability of $100,000 single limit per occurrence, and Workers' Compensation coverage per Florida Statutes Chapter 440. While no specific budget range is explicitly stated, the study is expected to be constrained by the Collier County FY2026 Pay Plan and budget allocations, which may potentially cap recommended salary increases. The consultant will have access to existing job descriptions and compensation data, with an expectation of timely feedback from internal stakeholders. All pricing must incorporate surcharges, and the goods are FOB destination with risk of loss transferring to the County upon delivery. No exceptions to the County's purchase order terms and conditions will be accepted, and vendor-provided contracts are prohibited.
