Proposers must identify pricing tier levels and whether offerings are exclusive or non-exclusive.
The contract term is five years. Evaluation criteria are project approach (30 points), firm qualifications (25 points), team qualifications (20 points), and price (25 points), with local-business or nonprofit bonus points of 5–10 percentage points available.
Proposers must be registered with the System for Award Management (SAM) and cannot be debarred from federal or state health care programs. Required insurance includes General Liability of $1 million per occurrence, Workers' Compensation as required by California, and Cyber Liability of $5 million per occurrence for Privacy and Network Security and $1 million for Technology Errors and Omissions.
Compliance obligations include HIPAA Business Associate requirements, the County's Living Wage Ordinance (current rate $17.00 per hour, adjusted annually by CPI-U capped at 3.5 percent), Corporate Compliance Code of Conduct adherence, Section 504 disability compliance, fingerprinting certification for any child contact, intellectual property assignment to the County, and the Vendor/Contractor Access Policy governing data encryption, device security, and network access protocols.
