About this opportunity
The Kenton County Airport Board (KCAB) is issuing Request for Proposal (RFP) #26-006-RFP for Group Health Insurance Agent and Employee Benefits Consulting Services, a professional services procurement that seeks a qualified firm to serve approximately 450 full-time employees. The scope of services encompasses comprehensive benefits consulting and brokerage services including strategic planning, benchmarking and reporting, operational efficiency improvements, renewal process management, financial projections, contract oversight, claims support, analytics, regulatory compliance, legal updates, employee communication materials development, and a mobile benefits platform. Proposers must demonstrate minimum qualifications including at least 10 years of experience providing commercial group health insurance brokerage to public sector entities with groups of 400 or more employees and $3,000,000 or greater in annual premiums, a designated lead account executive with 10 years of group health insurance experience, proper Kentucky licensure, and minimum five years of self-funded health plan expertise. The contract term is three years beginning May 1, 2026, with options to renew for three additional one-year terms and month-to-month thereafter. Evaluation will be based on agency qualifications (35 points), proposed key personnel qualifications (20 points), approach to assignment (20 points), relevant experience and references (15 points), and annual fee for services (10 points). Critical deadlines include written questions due by 11:59 pm on March 5, 2026, answers posted by 4:00 pm on March 12, 2026, proposals due by 2:00 pm on March 26, 2026, interviews scheduled for April 13, 2026, and contract implementation anticipated for May 1, 2026.
Preference will be applied to Kentucky resident bidders in accordance with state law, though no other set-asides or restrictions on respondent types are specified. KCAB currently maintains group health plans through United Healthcare (HDHP and PPO options), pharmaceutical services through MedImpact, dental coverage through Delta Dental of Kentucky, life and disability insurance through Lincoln National Life Insurance Company, vision insurance through EyeMed, and accident insurance through AIG, all of which the selected vendor must coordinate and manage. Compensation will be structured as a flat, comprehensive all-inclusive annual fee covering all services, administrative costs, and travel expenses, with payments made in two equal installments on May 1st and November 1st of each contract year; pricing must be clearly stated for both the initial three-year term and all available one-year extension periods. The selected vendor must obtain and maintain multiple insurance policies including professional liability insurance of $1,000,000, network security/privacy liability insurance of $10,000,000, commercial general liability of $2,000,000 (or $10,000,000 for ramp operations), commercial automobile liability of $2,000,000 (or $10,000,000 for ramp operations), and workers' compensation coverage. The RFP does not specify the budget range or award value, indicating that pricing will be evaluated competitively. KCAB reserves the right to award to one or multiple proposers, waive informalities, reject any or all proposals, and negotiate with the apparent qualified proposer.
