1.3. BACKGROUND
The Kenton County Airport Board ("KCAB") is soliciting proposals for a qualified firm to provide Group
Health Insurance Agent and Employee Benefits Consulting Services at the Cincinnati/Northern
Kentucky International Airport ("CVG"), requiring a strong focus on long-term strategic planning and data-driven decision-making. The selected firm ("Agent") will partner with the airport to evaluate current benefit and wellness programs, identify opportunities for improvement, and develop a sustainable benefits strategy that aligns with organizational priorities and emerging market trends.
The Agent will deliver comprehensive reporting, benchmarking, and analytics to support informed decision-making, including insights on plan performance, cost drivers, carrier effectiveness, and industry best practices. KCAB employs approximately 450 full-time employees and provides a self-funded health plan that includes medical, pharmacy benefit management (PBM), and stop loss insurance coverage for eligible employees and their dependents. KCAB also offers dental insurance and employer paid basic life, AD&D, and long-term disability (LTD) benefits. Additional voluntary benefits include vision insurance, voluntary life insurance, lifestyle spending accounts and an independent wellness program. KCAB’s current wellness program is a participatory, activity-based model designed to promote employee health and wellbeing. 1.7. SCOPE OF SERVICES
1.7.1. General Requirements
The successful proposer ("Agent") must provide the following services, at a minimum, to support the
Kenton County Airport Board (KCAB) and its approximately 450 full-time employees.
1.7.2. Scope of Work
• Strategic Planning: Support KCAB in developing and refining long-range strategies for its employee benefits program—including health insurance, opt-out options, vision, dental, flexible spending accounts, and life insurance. This includes conducting cost-benefit analyses and providing annual actuarial services for self-funded health and dental plans, encompassing premium setting and compliance with state and Governmental Accounting Standards Board
(GASB) reporting requirements.
• Benchmarking & Reporting: Conduct comprehensive evaluations to ensure KCAB’s benefits package remains competitive. This includes analyzing employee benefit trends, wellness program developments, health insurance market changes, and legislation that may affect plan design or costs.
• Operational Efficiency: Evaluate in-house administration procedures and provide recommendations for improving services and efficiency through the strategic use of technology and HRIS integration. The Agent will specifically focus on identifying opportunities to modernize workflows, reducing reliance on manual spreadsheet tracking, and automating data exchange between carriers and KCAB systems.
• Renewal Process: Lead the annual contract renewal process, including conducting annual market analysis, developing comprehensive bid specifications that define standards for underwriting, pricing, plan design, customer service, claims administration, and network composition. The Agent will focus on securing competitive renewal rates, stronger contract terms, and optimized benefits and services.
• Financial Projections: Provide final renewal rate estimates no later than September 1 of each plan year and assist KCAB staff in developing accurate budget projections based on anticipated plan costs and market trends.
• Contract Oversight: Audit all insurance contracts and summary plan descriptions (SPDs) prior to execution to confirm accurate coverage provisions, terms, conditions, and service commitments. The Agent will monitor active contracts through ongoing oversight of plan administration, vendor compliance, and incurred claims activity.
• Claims Support: Provide claims assistance and advocacy for employees and Human
Resources staff when the insurance carrier is unresponsive or when complex issues arise related to claims processing, appeals, or dispute resolution.
• Analytics: Deliver regular reporting on benefits utilization, plan costs, Incurred But Not
Reported (IBNR) liabilities, lag reports, and emerging trends. This includes conducting detailed claims analysis and recommending targeted cost-containment strategies.
• Regulatory Compliance: Manage all regulatory compliance requirements, including coordinating with carriers to deliver required notices, such as Summaries of Benefits and
Coverage (SBC). The Agent will prepare and submit permissible filings on behalf of the plan, including Patient-Centered Outcomes Research Institute (PCORI) reports, non-discrimination testing, Gag Clause Prohibition Compliance Attestations (GCPCA), Non-Quantitative
Treatment Limitations (NQTL) comparative analysis, and other mandated submissions.
• Legal Updates: Provide timely communication regarding changes in federal and state statutes, rules, and regulations that affect KCAB’s responsibilities, including the Affordable
Care Act (ACA), benefit plan administration, and requirements applicable to the self-funded plan.
• Meeting Frequency: Maintain a structured communication calendar to review performance, address emerging issues, and discuss strategic opportunities. The Agent will support the annual renewal process through regular updates on negotiation strategies, timelines, and project progress.
• Communication Materials: Offer comprehensive digital, online, and printed decision-support tools to support new-hire onboarding and open enrollment. Materials must be clear, accessible, and available in multiple languages as required to meet the needs of the diverse
KCAB workforce. The Agent must demonstrate the capability to provide, or assist in the implementation of, a mobile benefits platform or smartphone application that provides employees with on-demand access to plan details, ID cards, and wellness resources.
Consistent with KRS 304.11-020, except for placements that are not paid by KCAB, Agent shall act as a consultant for the purposes of Kentucky Revised Statute 304.9-350.

$3,000,000 in annual group health insurance premiums.

KCAB account must possess a minimum of 10 years of professional experience in group health insurance.
• Licensure: The designated Account Executive and all relevant staff must be authorized and licensed to conduct insurance business in the Commonwealth of Kentucky prior to contract inception.

Agent must demonstrate a minimum of five years of experience in the specific administration, actuarial analysis, and stop-loss negotiation required for self-insured public entities.
1.9. KENTUCKY OPEN RECORDS ACT
Each proposer must specifically identify any portion of its proposal which it deems confidential, or which contains proprietary information, patents, copyrights or trade secrets.
