About this opportunity

Virginia Department of Wildlife Resources is soliciting Quick Quote bids under QQ-129909 for grounds maintenance at four Smith Mountain Lake boat landings, with bids now due November 12, 2026 at 1:00 p.m. under Addendum 1, which extended the original November 9 deadline. The solicitation gives award priority to DSBSD-certified micro and small businesses, but Addendum 1 states that small business certification is not mandatory for eligibility and that uncertified small businesses will be evaluated under Special Terms and Conditions 2 and Executive Order 35 (2019).

Scope covers the Hardy Ford, Hales Ford, Oak Grove, and Scruggs sites in Bedford County. Required work includes weekly trash pickup and disposal year-round, weekly mowing and trimming April through October, and annual mulching at Oak Grove each spring using shredded, brown hardwood mulch applied 2–3 inches deep. Crews must keep grass between 2 and 6 inches, trim around buildings and fixed items, and remove visible litter and debris. Weekly maintenance is performed 7:00 a.m. to 8:00 p.m., Monday through Friday, excluding weekends and Commonwealth holidays. Bidders must register in eVA and pay a 1 percent vendor transaction fee, capped at $500 for certified small businesses and $1,500 for other businesses. Required coverage includes workers' compensation, employer's liability of $100,000, commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $1 million combined single limit. Foreign corporations and out-of-state LLCs may bid if they meet registration, insurance, and Virginia business authorization requirements. Subcontracting requires prior written DWR consent, obtained after award, so bidders should not include subcontractor information in their bids.

Pricing uses unit prices for 31 in-season weeks per site, 21 out-of-season weeks per site, and annual Oak Grove mulching. The contract runs January 1 through December 31, 2027, and is renewable for four successive one-year periods. Renewal price adjustments are limited to the percentage change in the Consumer Price Index's Gardening and Lawncare Services category over the preceding twelve months. Quick Quotes are awarded to the lowest responsive, responsible bidder. Valid invoices over $5,000 are paid within 30 days, and invoices under $5,000 may be paid by charge card. The Commonwealth may cancel on 60 days' written notice. No prebid conference is scheduled, but the sites are publicly accessible, and any personnel the bidder deems adequate may inspect them without formal documentation. Inquiries go to Aaron Stevenson at aaron.stevenson@dwr.virginia.gov.
