About this file
This is Addendum 1 to an Invitation for Bids issued by the Commonwealth of Virginia Department of Wildlife Resources for grounds maintenance services at four sites at Smith Mountain Lake. The solicitation, referenced as QQ-129909 and issued October 22, 2026, seeks mowing, edging, plant trimming, and related grounds maintenance services. The original bid due date of November 9, 2026, has been extended to November 12, 2026, at 1:00 p.m. No prebid conference is scheduled. The addendum clarifies that site inspections may be conducted by any personnel the bidder deems adequate, with no formal documentation required, though bidders are encouraged to inspect the publicly accessible sites prior to submission.
The addendum addresses key procedural matters relevant to bid evaluation and contract performance. Small business certification from Virginia DSBSD is not mandatory for eligibility; however, uncertified small businesses will be evaluated according to Special Terms and Conditions 2 and Executive Order 35 (2019). Foreign corporations and out-of-state LLCs may submit bids if they meet all applicable registration, insurance, and Virginia business authorization requirements. Subcontracting is permissible only with prior written Department of Wildlife Resources consent, which is obtained post-award; bidders should not submit subcontractor information with their bids. Weekly maintenance work must be performed between 7:00 a.m. and 8:00 p.m., Monday through Friday, excluding weekends and Commonwealth holidays. Annual mulch application at Oak Grove must use shredded hardwood, brown-colored mulch applied to a depth of 2–3 inches throughout the designated area.

The above is hereby changed as follows:
Reference Page 1, Bid Due Date: Change to read “Bids Will Be Received Until November 12, 2026 at 1:00pm.”
Responses to the following questions are hereby published for the reference of all bidders:
Q1) Our company is organized outside Virginia. Could you please confirm whether an out-of-state LLC may submit a bid through eVA, provided it satisfies all applicable registration, insurance, and Virginia business authorization requirements?
A1) A foreign corporation may submit a bid.
Q2) We would also appreciate clarification on whether Virginia DSBSD small-business certification is mandatory for eligibility or whether non-certified small businesses may compete under the solicitation's award-priority provisions.
A2) Small business certification is not required to be eligible for award. Bids from uncertified businesses will be evaluated according to Special Terms and Conditions ¶2 (“Award of Contract”) and Executive Order 35 (2019).
Q3a) Would the Department permit our company to serve as the prime contractor, overseeing contract administration, scheduling, quality assurance, compliance, and invoicing, while an approved and qualified Virginia-based subcontractor performs 100% of the on-site grounds-maintenance services?
Q3b) Under Special Terms Section 52, would DWR consider approving a prime-contractor arrangement in which we manages the contract, scheduling, quality control and invoicing, while an identified, qualified local grounds-maintenance subcontractor performs all mowing, trimming, litter removal/disposal and mulching?
A3) DWR may permit subcontracting subject to its approval of the proposed subcontractor pursuant to Special Terms and Conditions ¶52 (“Subcontracts”). If DWR does not consent to subcontracting, the awarded contractor must perform the services according to the terms of the contract.
Q4a) The solicitation requires prior written consent before subcontracting any portion of the work. Should proposed subcontractor information and approval be submitted/requested with our bid, or would that approval process occur after award and prior to the subcontractor beginning work?
Q4b) Additionally, would subcontractor qualifications and supporting documentation need to be submitted with our initial bid, or could they be provided for approval before contract performance begins?
Q4c) If subcontracting is permitted, what qualifications or supporting documents should accompany the bid, and when/how should prior written consent be obtained?
A4) Subcontractor approval is a post-award process performed with the awarded contractor if that contractor desires to subcontract. Bidders should not submit subcontractor information with their bids. No such information will be reviewed, and the issuance of an award does not constitute consent to subcontracting. If DWR does not consent to subcontracting, the awarded contractor must perform the services according to the terms of the contract.
Q5a) If our proposed grounds maintenance subcontractor/authorized representative personally inspects all four locations on behalf of our company prior to bid submission, would that satisfy the job site inspection certification requirement?
Q5b) Would an inspection conducted and documented by our authorized local representative or proposed subcontractor satisfy this requirement?
Q5c) Page 3 encourages bidders to inspect the publicly accessible sites, while Special Terms Section 28 states that signing certifies the job site has been inspected. Would a documented inspection of all four sites by the proposed subcontractor acting as the bidder's designated representative satisfy this requirement, or must a representative directly employed by the prime bidder inspect the sites? Please identify any required inspection documentation.
A5) The site inspection requirement may be fulfilled by any personnel the bidder deems adequate to make the bidder aware of the conditions under which the work must be accomplished. No documentation of the inspection is required.
Q6) For the annual mulch application at Oak Grove, is there a required mulch type, color, depth, or estimated quantity that bidders should use for pricing?
A6) The mulch must be shredded hardwood, brown, 2–3 inches deep throughout the designated area.
Q7) Are there any required service days, service hours, holiday restrictions, or other access restrictions contractors should account for when scheduling the weekly maintenance?
A7) Work must be performed between 7AM–8PM on Monday through Friday. Work must not take place on holidays or weekends. For a list of holidays observed by the Commonwealth, refer to https://www.dhrm.virginia.gov/payandholidaycalendar.
