About this opportunity
The State of Maine Division of Purchases is requesting quotes for a Ground Penetrating Radar System with quotes due September 27, 2010 at 2:00 p.m. local time. Questions must be submitted no later than 48 hours prior to bid closing through the AdvantageME Vendor Self Service platform, with all Q&A responses posted for vendor review before the deadline.
The scope is a Ground Penetrating Radar system for the 101st Civil Engineer Squadron Fire Department at Bangor International Airport, capable of detecting metallic and non-metallic pipes and cables to depths of 19 feet depending on soil conditions. The system must operate at survey speeds up to 5.6 miles per hour with a 19.7-inch survey path width, weigh no more than 19.8 pounds without battery, and be portable for single-person transport to job sites. Technical specifications include 100 KHz transmitting frequency with typical antenna frequencies of 250 or 700 MHz; battery operating life exceeding 10 hours on 12-volt sealed lead acid power; operating temperature range of 14 to 104 degrees Fahrenheit; data storage on laptop hard drives; gray-scale or color palette image display with up to 4× magnification zoom; software cursors for pipe position and depth reading; and diagnostic capabilities for radar and power system status monitoring. All products must conform to Buy American Act requirements.
Awards will be made to the lowest responsible bidder based on best value to the State, considering quality, conformity to specifications, purpose of use, delivery date, and ultimate cost. In cases of tied bids, preference will be given to in-state bidders or those offering commodities produced or manufactured in Maine. Pricing must be submitted as separate unit prices per item, delivered to destination with all trade and quantity discounts included. The State is exempt from federal and Maine state sales and use taxes. Electronic submission is required; quotes lacking complete identification and descriptive literature for alternate commodities will be construed as offers for commodities as specified.
