About this file

This is a specification document for a Ground Penetrating Radar (GPR) System purchase issued by the Maine Air National Guard's 101st Civil Engineer Squadron in Bangor, Maine, dated August 18, 2010. The procurement is for use by the 101st Civil Engineering Squadron Fire Department at Bangor International Airport. The requested equipment must be a Ground Penetrating Radar system capable of detecting both metallic and non-metallic pipes and cables to depths of 19 feet depending on soil conditions, operable at survey speeds up to 5.6 miles per hour, and portable enough to be carried by a single person to job sites. The document specifies detailed technical requirements including a survey path width of 19.7 inches, 100 KHz transmitting frequency with typical antenna frequencies of 250 or 700 MHz, data storage capability on laptop hard drives, and battery operating life exceeding 10 hours on a 12-volt sealed lead acid power supply.

The equipment must meet comprehensive performance specifications including operating temperatures from 14 degrees Fahrenheit to 104 degrees Fahrenheit, weigh no more than 19.8 pounds without battery, and display gray scale or color palette images with zoom capability up to 4 times magnification. The system must utilize software cursors for pipe position and depth reading, provide radar maps with detected utility descriptors, and include diagnostic capabilities for radar and power system status monitoring. All products must conform to the Buy American Act requirements. The Contracting Officer Representative for this project is CMSgt. James Winchenbach of the 101st Civil Engineer Squadron, and all submittals require review and approval from this office prior to procurement.
